According to the Interior Ministry, the new code brings together and modernizes nearly <strong data-start=\"659\" data-end=\"689\">2,000 scattered provisions<\/strong> concerning the functioning of <strong data-start=\"720\" data-end=\"729\">municipalities<\/strong> and regions and the conduct of municipal elections.<\/p>\n<h3 data-section-id=\"1w8xsze\" data-start=\"756\" data-end=\"798\">Local Government Code: A single framework and clear responsibilities<\/h3>\n<p data-start=\"800\" data-end=\"1217\">One of the most important reforms concerns the creation of a single institutional framework for <strong data-start=\"901\" data-end=\"916\">regions<\/strong>, which until now have operated under different and often overlapping legal provisions. The new Code seeks to clarify the <strong data-start=\"1077\" data-end=\"1093\">responsibilities<\/strong> between the levels of administration in order to reduce overlaps, delays and administrative confusion.<\/p>\n<p data-start=\"1219\" data-end=\"1521\">At the same time, the <strong data-start=\"1258\" data-end=\"1275\">intergovernmental system<\/strong> in municipalities and regions is being reorganised, with clearer rules of operation for <strong data-start=\"1345\" data-end=\"1357\">municipal<\/strong> and <strong data-start=\"1362\" data-end=\"1388\">regional councils<\/strong>, committees and advisory bodies. The aim is to make decision-making more effective and avoid conflicts of competence.<\/p>\n<h3 data-section-id=\"1sl6v61\" data-start=\"1523\" data-end=\"1563\">Referenda, transparency and control<\/h3>\n<p data-start=\"1565\" data-end=\"1864\">The new Code provides for enhanced <strong data-start=\"1601\" data-end=\"1626\">citizen participation<\/strong> through the establishment of consultative <b>municipal <\/b>plebiscites with electronic voting and specific institutional guarantees. At the same time, the <strong data-start=\"1785\" data-end=\"1803\">youth councils<\/strong> are upgraded, with clear election procedures and the use of digital tools.<\/p>\n<p data-start=\"1866\" data-end=\"2234\">Special emphasis is also placed on <strong data-start=\"1902\" data-end=\"1915\">transparency<\/strong> and <strong data-start=\"1923\" data-end=\"1936\">accountability<\/strong>, with mandatory public disclosure of decisions, use of digital tools and strengthening of control mechanisms. In the same framework, a new system of <strong data-start=\"2083\" data-end=\"2106\">legality control<\/strong> of local government acts is envisaged through an integrated information system and the Independent Service for Legality Control of Local Authorities.<\/p>\n<p data-start=\"2236\" data-end=\"2453\">The Code also clearly regulates the <strong data-start=\"2277\" data-end=\"2297\">statutory status<\/strong> of elected officials, defining issues such as remuneration, expenses for attendance and the conditions for suspension of professional activity or granting of special licences.<\/p>\n<h3 data-section-id=\"76mn5p\" data-start=\"2455\" data-end=\"2501\">Electronic voting and single-round elections<\/h3>\n<p data-start=\"2503\" data-end=\"2911\">Most significant changes include reform of the <strong data-start=\"2590\" data-end=\"2615\">local government election system<\/strong>, with the <strong data-start=\"2624\" data-end=\"2656\">abolition of the second round<\/strong> in municipal and regional elections.
