{"id":10774,"date":"2026-06-15T10:47:00","date_gmt":"2026-06-15T07:47:00","guid":{"rendered":"https:\/\/en.tomanifesto.gr\/?p=10774"},"modified":"2026-06-15T10:47:00","modified_gmt":"2026-06-15T07:47:00","slug":"budget-primary-surplus-of-e3-6-billion-in-the-first-five-months-e2-4-billion-above-target","status":"publish","type":"post","link":"https:\/\/en.tomanifesto.gr\/?p=10774","title":{"rendered":"Budget: Primary surplus of \u20ac3.6 billion in the first five months \u2013 \u20ac2.4 billion above target"},"content":{"rendered":"<p>Surplus <b>2.4 billion euros above the target <\/b>for the first five months, the primary <b>surplus <\/b>of the state <b>budget<\/b>is recorded.<\/p>\n<p>According to preliminary data <b>on the execution <\/b>of the state budget, announced on Monday by the <b>Ministry of National Economy and Finance<\/b> for the period <b>January-May 2026,<\/b> the primary surplus stood at <b>3.638 billion euros<\/b> , compared to a primary surplus target of <b>1.243 billion euros <\/b>and a primary surplus of 5.343 billion euros during the corresponding period of 2025.<\/p>\n<p>However, as noted in the relevant <b>announcement <\/b>by the Ministry, the excess in the primary result compared to the budget targets for the first five months is limited to <b> 234 million euros, <\/b>if <b>excluded<\/b>:<\/p>\n<p>&#8211; an amount of <b>31 million euros <\/b>relating to the deferral of payments for defense procurement programs, an amount of 473 million euros relating to the deferral of investment payments<\/p>\n<p>&#8211; an amount of <b>64 million euros<\/b> relating to the deferral of transfer payments to General Government entities,<\/p>\n<p>&#8211; an amount of <b>\u20ac135 million <\/b>from the second installment of the fee for the concession of a casino operating license at Elliniko,<\/p>\n<p>&#8211; an amount of <b>\u20ac884 million <\/b>from early revenues of the TAA and an amount of \u20ac574 million relating to early cash revenues of the Public Investment Program.<\/p>\n<p>At the same time, during the period January\u2013May 2026, the amount of <b>net <\/b><a href=\"https:\/\/tomanifesto.gr\/esoda\" target=\"_blank\" rel=\"noopener\"> of the state budget amounted to <b>30.203 billion euros, <\/b>exceeding the target set for the corresponding period in the explanatory report of the 2026 Budget by 2.516 billion euros.<\/p>\n<p>However, if <b>excluded <\/b>both the <b>VAT <\/b>amounts collected by the <b>State <\/b>under the concession contract for the <b>Egnatia Motorway<\/b>as well as the \u20ac135 million from the second installment of the fee for the concession of a <b>casino <\/b>operating license at Elliniko, regular tax revenues for this period amounted to 27.676 billion euros and were <b>up <\/b>by <b>258 million euros<\/b> or 0.9% compared to the target.<\/p>\n<p>More specifically, according to the<b> provisional data<\/b> on the execution of the state budget, on a modified cash basis, for the period January\u2013May 2026, there is a surplus in the state budget balance of 91 million euros compared to the target deficit of 2.176 billion included for the corresponding period of 2026 in the explanatory report of the 2026 Budget and a surplus of 1.875 billion euros for the corresponding period of 2025.<\/p>\n<p>The primary balance on a modified cash basis stood at<b> a surplus of 3.638 billion euros<\/b>, compared to a target of a primary surplus of \u20ac1.243 billion and a primary surplus of \u20ac5.343 billion for the same period in 2025.<\/p>\n<p>It should be noted that the primary balance in <b>fiscal <\/b>terms differs from the balance in cash terms. Additionally, the above figures refer to the primary balance of the Central Government and not to the General Government as a whole, which also includes the fiscal results of legal entities and the subsectors of local government and public enterprises.<\/p>\n<p>The <b>General Accounting Office of the State<\/b> notes that in the revenue figures for January 2026, included the amounts from the transactions required to finalize the Service Concession Agreement for the financing, operation, maintenance, and operation of the Egnatia Odos highway and its three vertical road axes for 35 years, which was ratified by Law 5260\/2025 (A&#8217; 229).<\/p>\n<p><b>Specifically<\/b>:<\/p>\n<p>&#8211; an amount of 306 million euros relating to 24% VAT on the transaction price, was paid by the concessionaire to the Greek State, recorded under the \u201cTaxes\u201d category, and accompanied by a tax refund of the same amount.<\/p>\n<p>&#8211; Subsequently, the same amount of 306 million euros was paid again to the Greek State and recorded under the category \u201cSales of goods and services.\u201d<\/p>\n<p>During the period January\u2013May 2026, revenues from the Public Investment Program (PIP) amounted to \u20ac2.519 billion, an increase of 574 million euros compared to the target included in the explanatory report of the 2026 Budget.<\/p>\n<p>The exact breakdown among the state budget\u2019s revenue categories will be provided upon the release of the final bulletin.<\/p>\n<p><b>Revenue recovery in May<\/b><\/p>\n<p>Specifically in May, total net state budget revenue amounted to \u20ac5.028 billion, an increase of \u20ac406 million compared to the monthly target.<\/p>\n<p>Tax revenue amounted to \u20ac5.454 billion, an increase of \u20ac375 million, or 7.4%, compared to the target.<\/p>\n<p>Revenue refunds amounted to \u20ac834 million, an increase of \u20ac25 million over the target (\u20ac809 million).<\/p>\n<p>Revenues from the Public Investment Budget (PIB) amounted to \u20ac208 million, an increase of \u20ac113 million compared to the target (\u20ac95 million).<\/p>\n<p>On the expenditure side, for the period January\u2013May 2026, State Budget expenditures amounted to \u20ac30.112 billion, an increase of \u20ac249 million compared to the target (\u20ac29.863 billion) included in the explanatory report of the 2026 Budget. Furthermore, they are \u20ac3.018 billion higher than in the corresponding period of 2025.<\/p>\n<p>In the Regular Budget section, payments are \u20ac722 million higher than the target.<\/p>\n<p><b>The following transfers are noteworthy:<\/b><\/p>\n<p>\u2022 The grant to the National Organization for the Provision of Health Services amounting to 825 million euros.<\/p>\n<p>\u2022 The grant to the Social Security Welfare Benefits Agency amounting to 1.159 billion euros.<\/p>\n<p>\u2022 A grant of \u20ac915 million to the National Central Health Procurement Authority (EKAPY) for the procurement of pharmaceuticals, health products, and services on behalf of public hospitals.<\/p>\n<p>\u2022 Transfers to hospitals and Primary Health Care totaling 520 million euros.<\/p>\n<p>\u2022 Subsidies to public transportation agencies (OASA, OASTH, and OSE) amounting to \u20ac169 million.<\/p>\n<p>\u2022 The subsidy to the Information Society amounting to \u20ac131 million for the payment of the FUEL PASS.<\/p>\n<p><b>Payments <\/b>under the <b> investment expenditure <\/b>category amounted to 4.185 billion euros, a decrease of \u20ac473 million compared to the target included in the explanatory report of the 2026 Budget.
