{"id":1094,"date":"2026-04-17T08:16:00","date_gmt":"2026-04-17T05:16:00","guid":{"rendered":"https:\/\/en.tomanifesto.gr\/?p=1094"},"modified":"2026-04-17T08:16:00","modified_gmt":"2026-04-17T05:16:00","slug":"blockade-of-tax-evasion-194000-checks-in-2026-with-artificial-intelligence-tools","status":"publish","type":"post","link":"https:\/\/en.tomanifesto.gr\/?p=1094","title":{"rendered":"Blockade of tax evasion: 194,000 checks in 2026 with artificial intelligence tools"},"content":{"rendered":"<p>The newly formed Internal Revenue Service&#8217;s newly created <b>DEOS<\/b> team will move to the &#8220;front line&#8221; of audits in 2026, according to the new business plan of the Independent Revenue Authority.<\/p>\n<p>The new plan sets a target for this year to conduct 194,000 audits across the country, using operational and artificial intelligence systems, data analytics tools and targeted cross-checks.<\/p>\n<p>This framework is part of the revised 2025-2029 strategic plan of the DPA for the transition to<b>&#8220;Tax Administration 3.0&#8221;<\/b>, that is, a model that relies more on real-time data, automated processes and proactive risk detection.<\/p>\n<p>Special emphasis is placed on tackling tax evasion <b>in the real estate market,<\/b> culminating in the activation of the <b>Register of Property Ownership and Management (RMI).<\/b>According to the plan, from this year the new tool will record the ownership and use of properties, facilitating cross-checks and the identification of cases of undeclared rentals, as well as the identification of beneficiaries of aid.<\/p>\n<p>The Authority&#8217;s plan shows that it is not, however, limited only to the collection of state revenues, but also to better serve citizens and businesses, while strengthening internal control mechanisms and administrative transparency to increase credibility.<\/p>\n<h3>Upgrading controls with AI<\/h3>\n<p>On the purely audit side, the SADC plan envisages at least 53,900 controls by the tax audit services, 100,800 by the customs audit services and, in addition, 39,300 controls and investigations by the <b>General Directorate of Financial Transaction Control Forces (DG DEOS).<\/b><\/p>\n<p>At the same time, in 2026, the <b>completion of the advanced business intelligence and data analysis (BI\/AI and DA) system, as well as the system for monitoring the movement of commercial vehicles and containers as they enter and circulate in the country<\/b> is planned. The combination of these projects shows that the Authority seeks to act proactively, shifting the focus from ex-post control to early targeting of risks of tax evasion, smuggling and economic crime.<\/p>\n<h3>Tax consistency up to 98% by 2026<\/h3>\n<p>The first major thrust of the plan is on &#8220;easy compliance&#8221;, i.e. the effort to increase voluntary compliance by taxpayers before repressive measures are needed.<\/p>\n<p>By 2026, the target is set:<\/p>\n<p><b>&#8211; that at least 98% of active taxpayers submit VAT returns,<\/b><\/p>\n<p><b>&#8211; that at least 60% of those who are in arrears for the first time comply and<\/b><\/p>\n<p><b>&#8211; that at least 45% of these arrears are collected.<\/b><\/p>\n<\/p>\n<p>In the same context, the SADC is targeting a late payment rate of at least 85% for <b>Tax, personal and corporate income tax and ENFIA<\/b>, and also envisages 55,000 telephone communications with taxpayers, as well as 74.000 tasks to ensure the collection of VAT on fuel and alcohol.<\/p>\n<p>A separate position in the plan is occupied by the new competence in the field of agricultural aid, following the absorption of the <b>OPEKEPE<\/b>. The AADE anticipates that by the end of June 2026, payments for agricultural aid applications for 2025 and pending applications from previous years will be completed, while by 15 November 2026, the advance payment of the Basic Payment for all applications for the same year will be completed.<\/p>\n<p>At the same time, recovery of undue payments, technical and on-the-spot livestock checks, 100% sample checks for milk processing companies and the carrying out of all the planned checks of the 2025 sample are planned. The objective here is twofold: on the one hand to accelerate payments to the actual beneficiaries, on the other hand to restore reliability in a sector with increased requirements for cross-checking and supervision.<\/p>\n<h3>Service to the citizen<\/h3>\n<p>The second axis, according to a revised Strategic Plan 2025-2029 of the SAO, focuses on service to citizens and businesses, aiming to combine tighter supervision with faster and more automated services.<\/p>\n<p>In this area, <b>tax refunds of 8.038 billion euros are envisaged. euros<\/b>, video call service for at least 70% of the requests processed for VAT and locksmithing, operation of the pan-channel taxpayer service system my1521, and development of a chatbot or avatar for immediate responses.<\/p>\n<p>In parallel, a content management information system and a legislative information website are planned, an upgraded registry system with end-to-end procedures, clearance of customs declarations within one hour for over 90% for imports and over 95% for exports, processing of at least 92% of appeals before the deadline and issuance of 5.720 explicit decisions by the BPA.<\/p>\n<p>Also, 400 targeted inspections of chemical and product sites, 250 ship fuel inspections and rapid sample testing of critical product categories are planned.<\/p>\n<h3>Digital VAT and other tax refunds<\/h3>\n<p>The third axis captures the technology component of the plan with new projects to be completed this year.<\/p>\n<p>In particular, it is planned to<b>complete 16 IT projects funded through the Recovery Fund and the NSRF,<\/b>direct digital refunds for at least 92% of personal income tax refunds or following centralised offsetting and for at least 95% of VAT refunds.<\/p>\n<p>At least 34 training programmes and training for at least 20% of the HRDO&#8217;s human resources are also planned.
