The first phase of implementation follows the signing of the relevant <strong>Joint Ministerial Decision<\/strong> by the relevant ministries.<\/p>\n<p>The initiative is part of a broader package of government measures addressing the <strong>housing issue<\/strong>, totaling more than <strong>6.5 billion euros<\/strong>, and is aimed at <strong>low- and middle-income households<\/strong>. The goal is to increase the available <strong>housing stock<\/strong> and boost the supply of housing through <strong>renovation<\/strong> and <strong>moderate energy upgrades<\/strong>.<\/p>\n<h2>Subsidies of up to 95% and financing of 36,000 euros<\/h2>\n<p>Eligible participants include <strong>owners<\/strong> or <strong>usufructuaries<\/strong> of owner-occupied homes are eligible to participate, provided that after the completion of the work, the property will be used as a <strong>primary residence<\/strong> or will be made available for a <strong>long-term lease<\/strong> for a specific period of time. At the same time, property owners, usufructuaries, or <strong>nominal owners<\/strong> of vacant homes that are already being used as primary residences.<\/p>\n<p>The maximum amount of the <strong>grant<\/strong> is <strong>36,000 euros<\/strong> per residence, while additional coverage of up to <strong>2,500 euros<\/strong> is provided for <strong>studies<\/strong>, <strong>permits<\/strong> and <strong>inspections<\/strong>.<\/p>\n<p>The basic subsidy amounts to <strong>80%<\/strong> for low-income households and <strong>70%<\/strong> for middle-income households. The percentage can increase up to <strong>95%<\/strong> through additional subsidies for homes in <strong>mountainous<\/strong> or <strong>island regions<\/strong>, for <strong>single-parent<\/strong>, <strong>families with three children<\/strong> and <strong>large families<\/strong>, as well as for <strong>people with disabilities<\/strong> or families that include a member with a disability.<\/p>\n<p>Homes are considered eligible if they have a <strong>building permit<\/strong> issued by December 31, 1990, are legally standing, have not been designated for demolition, fall into <strong>energy class C or lower<\/strong>, and have a floor area of up to <strong>120 square meters<\/strong>, a limit that increases to <strong>150 square meters<\/strong> for families with three or more children.<\/p>\n<h2>How to Obtain the Eligibility Certificate<\/h2>\n<p>Interested parties can obtain the <strong>Eligibility Certificate<\/strong> via <strong>gov.gr<\/strong> or the website <strong>anakainisi.gov.gr<\/strong> until <strong>July 31, 2026<\/strong>. The process is carried out using <strong>Taxisnet<\/strong> login credentials, while the system automatically retrieves the required data from the <strong>AADE<\/strong> and the government\u2019s interoperable services.<\/p>\n<p>After verifying the income criteria, the platform displays the <strong>properties<\/strong> that meet the eligibility requirements. Citizens may obtain a certificate for one or more properties; however, this does not automatically entail inclusion in the program or approval of financing.<\/p>\n<p>In the second stage of the initiative, certificate holders will submit a <strong>Funding Application<\/strong> on a separate online platform. Each household will be able to apply for funding for up to one <strong>closed<\/strong> and one <strong>open residence<\/strong>, with a maximum grant of <strong>36,000 euros<\/strong>.<\/p>\n<p>Eligible projects include <strong>renovation<\/strong> work accounting for 60%\u201380% of the total budget and <strong>energy efficiency upgrades<\/strong> accounting for 20%\u201340%.
