{"id":11499,"date":"2026-06-18T14:33:00","date_gmt":"2026-06-18T11:33:00","guid":{"rendered":"https:\/\/en.tomanifesto.gr\/?p=11499"},"modified":"2026-06-18T14:33:00","modified_gmt":"2026-06-18T11:33:00","slug":"niki-kerameos-greeces-national-social-pact-a-european-model-for-social-dialogue","status":"publish","type":"post","link":"https:\/\/en.tomanifesto.gr\/?p=11499","title":{"rendered":"Niki Kerameos: Greece\u2019s National Social Pact, a European Model for Social Dialogue"},"content":{"rendered":"<p>The<b> National Social Agreement on collective bargaining agreements<\/b> as an example of successful <b>social dialogue<\/b> at the European level was highlighted by the Minister of Labor and Social Security, <b>Niki Kerameos<\/b>, while speaking at an event in <b>Brussels <\/b>on the topic \u201cGreece\u2019s National Social Agreement: A European Model for Social Dialogue.\u201d<\/p>\n<p>The minister emphasized that <b>Greece has made significant progress in the labor market <\/b>over the past seven years, with unemployment falling by approximately <b>10 percentage points, <\/b>wages and the number of<b> full-time contracts,<\/b> as well as the return of more than<b> 470,000 Greeks <\/b>who had <b>emigrated <\/b>during the<b> economic crisis.<\/b> However, as he pointed out, \u201cthere was one area where Greece, objectively speaking, had<b> plenty of room for improvement<\/b>, and that was the percentage of workers covered by <b>collective bargaining agreements<\/b>\u201d.<\/p>\n<p>Referring to the <b>European directive on the minimum wage,<\/b> Ms. Kerameos noted that it sent \u201ca very <b>clear message<\/b> to the member states\u201d regarding the strengthening of protections for <b>workers <\/b>through collective bargaining.<\/p>\n<p>The minister described <b>two alternative approaches <\/b>available to the Greek government: <b>legislative action<\/b> through Parliament and <b>reaching an agreement <\/b>through consultation with <b>social partners<\/b>. As she noted, she chose the <b>second <\/b>and <b>more difficult <\/b>path, although, when asked about the <b>chances of success<\/b> of the effort, she replied that \u201cif we think about this from a rational perspective, <b>almost none<\/b>.\u201d<\/p>\n<p>\u201cI had the feeling that there was a <b>dynamic here.<\/b> That there was a level of <b>trust <\/b> that had been built up and was worth the time and effort to at least give it a try,\u201d she emphasized.<\/p>\n<p>According to the minister, <b>consultations with social partners<\/b> lasted more than <b>seven months<\/b> and were conducted under conditions of absolute <b>confidentiality<\/b>, in order to ensure the <b>candor <\/b>of the discussions and the possibility of substantive compromises.<\/p>\n<p>N. Kerameos attributed the <b>reaching of the agreement to <\/b>three <b>key factors:<\/b> the <b>trust <\/b>that developed among the parties involved, the <b>willingness <\/b>of all to find common ground through mutual concessions, and the process <b>of jointly shaping <\/b>the framework from the outset, without a predetermined text.<\/p>\n<p>As he explained, the <b>Greek National Social Agreement<\/b> reached in November 2025 facilitates the conclusion and extension of collective bargaining agreements, while at the same time <b>strengthening the protection<\/b> of workers after the expiration of a collective bargaining agreement.<\/p>\n<p>The minister stated that the first results<b> are already visible, <\/b>since, just a few months after the agreement was ratified by Parliament in February, \u201cmore than<b> 15% of workers in Greece\u201d <\/b>have gained coverage through collective bargaining agreements.<\/p>\n<p>Concluding her remarks, Ms. Kerameos emphasized that<b> the Greek experience demonstrates that meaningful social dialogue can lead to broad consensus<\/b> and tangible results that benefit both workers and the labor market.<\/p>\n<p>For her part, the Executive Vice-President of the<b> European Commission, Roxana Minzatu<\/b>, responsible for Social Rights and Skills, Quality Jobs, and Resilience, stated that the Greek agreement serves as an example for all of Europe. She even described the agreement as \u201ca moment <b>of rebuilding trust and the social fabric<\/b>,\u201d while noting that this came from a country without a strong tradition of social dialogue, where collective bargaining coverage stood at approximately 13% prior to the agreement.<\/p>\n<p>European Commission Vice-President Roxana Minzatu, linked the <b>Greek experience <\/b>to the Adequate Minimum Wages Directive and the European Pact for Social Dialogue, while announcing the new Quality Jobs Act. As he noted, the initiative will focus, among other things, on <b> artificial intelligence and subcontracting chains, <\/b> with the aim of addressing precarious labor practices.
