{"id":11808,"date":"2026-06-20T08:46:00","date_gmt":"2026-06-20T05:46:00","guid":{"rendered":"https:\/\/en.tomanifesto.gr\/?p=11808"},"modified":"2026-06-20T08:46:00","modified_gmt":"2026-06-20T05:46:00","slug":"debt-restructuring-benefits-and-an-increased-exemption-threshold-what-the-omnibus-bill-brings","status":"publish","type":"post","link":"https:\/\/en.tomanifesto.gr\/?p=11808","title":{"rendered":"Debt Restructuring, Benefits, and an Increased Exemption Threshold\u2014What the Omnibus Bill Brings"},"content":{"rendered":"<p data-start=\"1318\" data-end=\"1694\">     Seven <strong data-start=\"1373\" data-end=\"1421\">7 initiatives for financial support<\/strong>, by the government that concern families, workers, professionals, retirees, and debtors. <\/p>\n<p data-end=\"1694\" data-start=\"1318\">     These measures are included in the omnibus bill of the Ministry of National Economy and Finance, which is already being debated in Parliament and is expected to take effect immediately after it is passed. <\/p>\n<p data-start=\"1696\" data-end=\"1857\">     These are measures that were announced last March, following Eurostat\u2019s confirmation of the country\u2019s budget surplus for 2025. <\/p>\n<p data-start=\"1859\" data-end=\"2615\">     \u201cThe economic team\u2019s policy remains, strategically, to distribute the surplus fairly. A surplus that is not based, as the opposition claims, on taxes\u2014much less indirect taxes\u2014but on growth, stimulating investment, and, of course, combating tax evasion. And of course, this is not about pre-election handouts, as we are unwaveringly setting an electoral timeline extending to the spring of 2027. Our pro-people policies are independent of the political landscape. We have proven this, after all, as last year we provided support to many social groups even when there was no prospect of an election. \u201cWe are full-time advocates for the people, not part-time,\u201d says the Deputy Minister of National Economy and Finance, <strong data-start=\"2590\" data-end=\"2614\">Dimitris Markopoulos<\/strong>. <\/p>\n<h2 data-section-id=\"stbbtt\" data-start=\"2617\" data-end=\"2678\">     <strong data-start=\"2620\" data-end=\"2678\">The 150 euros per child will be paid by the end of June<\/strong> <\/h2>\n<p data-start=\"2680\" data-end=\"2825\">     The first measure concerns <strong data-start=\"2708\" data-end=\"2765\">emergency financial assistance for families with children<\/strong>, which is expected to be paid by <strong data-start=\"2810\" data-end=\"2824\">June 30<\/strong>. <\/p>\n<p data-start=\"2827\" data-end=\"3060\">     The amount is <strong data-start=\"2845\" data-end=\"2872\">150 euros per child<\/strong>, while the income criteria are set at <strong data-start=\"2923\" data-end=\"2951\">40,000 euros for couples<\/strong> and at <strong data-start=\"2961\" data-end=\"3005\">39,000 euros for single-parent families<\/strong>, with an additional <strong data-start=\"3021\" data-end=\"3059\">5,000 euros for each additional child<\/strong>. <\/p>\n<p data-start=\"3062\" data-end=\"3178\">     The payment will be automatically deposited into the bank accounts registered with the Independent Authority for Public Revenue (AADE), with no application required. <\/p>\n<p data-start=\"3180\" data-end=\"3405\">     There is also a special provision for children born by <strong data-start=\"3244\" data-end=\"3263\">July 31, 2026<\/strong>. In these cases, parents must apply for a Tax Identification Number (AFM) by <strong data-start=\"3348\" data-end=\"3364\">August 10<\/strong> in order to receive the amount to which they are entitled. <\/p>\n<p data-start=\"3407\" data-end=\"3520\">     The benefit remains <strong data-start=\"3428\" data-end=\"3501\">tax-free, exempt from seizure, and not counted toward income criteria<\/strong> for other benefits. <\/p>\n<h2 data-section-id=\"15jjmip\" data-start=\"3522\" data-end=\"3582\">     <strong data-start=\"3525\" data-end=\"3582\">Measures taking effect in July<\/strong> <\/h2>\n<h3 data-section-id=\"8heio5\" data-start=\"3584\" data-end=\"3636\">     <strong data-start=\"3588\" data-end=\"3636\">1. Wage Differential Equalization Allowance<\/strong> <\/h3>\n<p data-start=\"3638\" data-end=\"3774\">     As of <strong data-start=\"3646\" data-end=\"3660\">July 1<\/strong>, an allowance of <strong data-start=\"3695\" data-end=\"3716\">300 euros per month<\/strong> will take effect for civil servants who receive a personal salary differential. <\/p>\n<p data-start=\"3776\" data-end=\"3975\">     Essentially, this amount will be offset against the personal allowance currently being paid. For example, an employee with a personal allowance of 200 euros will have it reduced to zero and will see a 100-euro increase in their salary. <\/p>\n<h3 data-section-id=\"1tygaii\" data-start=\"3977\" data-end=\"4022\">     <strong data-start=\"3981\" data-end=\"4022\">2. Increase in the exempt account limit<\/strong> <\/h3>\n<p data-start=\"4024\" data-end=\"4117\">     With the publication of the law, the <strong data-start=\"4064\" data-end=\"4083\">exemption limit<\/strong> from <strong data-start=\"4088\" data-end=\"4116\">1,250 euros to 1,600 euros<\/strong>. <\/p>\n<p data-start=\"4119\" data-end=\"4268\">     The change applies to debts owed to the government as well as to private entities, such as banks and suppliers. The protection applies to a declared exempt account. <\/p>\n<h3 data-section-id=\"juezq\" data-start=\"4270\" data-end=\"4309\">     <strong data-start=\"4274\" data-end=\"4309\">3. Option to Lift Seizures<\/strong> <\/h3>\n<p data-start=\"4311\" data-end=\"4437\">     A new procedure will take effect in July for those whose bank accounts have been frozen due to tax debts. <\/p>\n<p data-start=\"4439\" data-end=\"4580\">     Debtors will be able to request the release of their accounts provided they pay <strong data-start=\"4529\" data-end=\"4548\">25% of the debt<\/strong> and arrange a payment plan for the remaining amount. <\/p>\n<h3 data-section-id=\"kri11\" data-start=\"4582\" data-end=\"4637\">     <strong data-start=\"4586\" data-end=\"4637\">4. New payment plan of up to 72 installments for debts to the AADE<\/strong> <\/h3>\n<p data-start=\"4639\" data-end=\"4730\">     A new option is now available to settle old tax debts in up to <strong data-start=\"4707\" data-end=\"4729\">72 monthly installments<\/strong>. <\/p>\n<p data-start=\"4732\" data-end=\"4852\">     This arrangement applies to debts incurred before 2024 that were not subject to an active payment plan as of <strong data-start=\"4831\" data-end=\"4851\">April 21, 2026<\/strong>. <\/p>\n<p data-start=\"4854\" data-end=\"4944\">     Applications must be submitted via the <strong data-start=\"4902\" data-end=\"4912\">myAADE<\/strong> by <strong data-start=\"4921\" data-end=\"4943\">December 31, 2026<\/strong>. <\/p>\n<h3 data-section-id=\"djzi8v\" data-start=\"4946\" data-end=\"5010\">     <strong data-start=\"4950\" data-end=\"5010\">5. Up to 72 installments for debts owed to social security funds<\/strong> <\/h3>\n<p data-start=\"5012\" data-end=\"5092\">     A similar procedure applies to debts owed to <strong data-start=\"5070\" data-end=\"5078\">EFKA<\/strong> and <strong data-start=\"5083\" data-end=\"5091\">KEAO<\/strong>. <\/p>\n<p data-start=\"5094\" data-end=\"5221\">     The settlement covers debts up to <strong data-start=\"5126\" data-end=\"5148\">December 31, 2023<\/strong>, provided that there was no active settlement plan in place as of April 21, 2026. <\/p>\n<h3 data-section-id=\"6j1a79\" data-start=\"5223\" data-end=\"5278\">     <strong data-start=\"5227\" data-end=\"5278\">6. Launch of the out-of-court settlement process for smaller debts<\/strong> <\/h3>\n<p data-start=\"5280\" data-end=\"5352\">     At the end of July, access to the <strong data-start=\"5325\" data-end=\"5351\">out-of-court debt settlement mechanism<\/strong> will be expanded. <\/p>\n<p data-start=\"5354\" data-end=\"5538\">     The minimum debt threshold is being lowered from <strong data-start=\"5393\" data-end=\"5422\">10,000 euros to 5,000 euros<\/strong>, enabling more debtors to seek debt restructuring, settlement agreements, and debt \u201chaircuts.\u201d <\/p>\n<h2 data-section-id=\"18ctw50\" data-start=\"5540\" data-end=\"5586\">     <strong data-start=\"5543\" data-end=\"5586\">New wave of benefits starting in September<\/strong> <\/h2>\n<p data-start=\"5588\" data-end=\"5670\">     The economic team is planning a second package of measures after the summer. <\/p>\n<p data-start=\"5672\" data-end=\"5966\">     Among other things, measures are planned for <strong data-start=\"5712\" data-end=\"5746\">protection of primary residences<\/strong>, subsidies for <strong data-start=\"5758\" data-end=\"5774\">two months\u2019 rent<\/strong> for teachers, doctors, and nurses serving in the regions, as well as an increase in annual financial assistance to retirees and vulnerable citizens from <strong data-start=\"5946\" data-end=\"5965\">250 to 300 euros<\/strong>. <\/p>\n<p data-start=\"5968\" data-end=\"6367\" data-is-last-node=\"\" data-is-only-node=\"\">     \u201cThe message we are sending as a government to society, just a few months before the Thessaloniki International Trade Fair, is clear. A message of support for a range of social groups.
