Despite the pressures reflected in the results, mainly due to the extraordinary circumstances caused by the prolonged drought, the company managed to resolve issues that had been affecting its operations and long-term planning for years.<\/p>\n<p>A key milestone is considered to be the RAEY\u2019s decision on the regulatory framework in December 2025, which, according to management, creates <b>stability for the coming years<\/b>, ensuring that operating expenses are covered and laying the groundwork for a more sustainable growth trajectory.<\/p>\n<p>EYDAP\u2019s CEO, <b>Haris Sachinis<\/b>, described the implementation of the new regulatory framework for the 2025\u20132029 period as <b>the most significant development for the company<\/b>.<\/p>\n<p>As he noted, this is a <b>fundamental change that enables better planning<\/b>, enhances transparency regarding revenue, and facilitates the implementation of the investment program.<\/p>\n<p>According to management, the implementation of the framework is expected to lead to an increase in allowable revenue <b>of approximately 178 million euros<\/b>, a development that is expected to significantly improve the company\u2019s financial outlook.<\/p>\n<p>Mr. <b>Sachinis<\/b> emphasized that EYDAP\u2019s underlying operating performance remains strong, with net profits standing at 36.1 million euros, a figure that reflects the improvement in the company\u2019s productivity and financial foundation.<\/p>\n<p>When asked about the dividend policy, management stated that it is reviewing the conditions created by the new regulatory environment in order to establish a more stable framework for returns to shareholders in the coming years.<\/p>\n<h3>The largest investment program in the company\u2019s history<\/h3>\n<p><b>EYDAP <\/b>increased its investments in 2025 <b>to 77.5 million euros<\/b>, marking an increase of nearly 28% compared to 2024.<\/p>\n<p>However, the true scale of the plan is reflected in <b>the ongoing ten-year investment program worth 2.5 billion euros<\/b>.<\/p>\n<p>The program includes <b>181 projects primarily focused on Eastern Attica<\/b>, new sewer infrastructure, digital transformation, the reduction of water losses, and the development of energy infrastructure.<\/p>\n<p>According to management, this is <b>the largest investment plan the company has ever implemented<\/b>, aimed at upgrading services for citizens and adapting infrastructure to the demands posed by climate change.<\/p>\n<h3>Water scarcity takes center stage<\/h3>\n<p>The dominant topic at the general meeting was water scarcity management and the security of the water supply in Attica.<\/p>\n<p>Management noted that the prolonged drought of recent years made it necessary to take immediate measures; however, cooperation with the government and the interventions that were implemented helped ensure that there were no problems with the capital\u2019s water supply.<\/p>\n<p>At the same time, it was noted that the rainfall that followed after March 2026 significantly improved the status of water reserves compared to the previous year, though this did not alter the strategic plan.<\/p>\n<p>\u201c<b>We are not complacent<\/b>,\u201d was the message from management, which estimates that droughts, prolonged heat waves, and reduced rainfall <b>will become an increasingly common feature of the Greek climate<\/b>.<\/p>\n<p>In this context, <b>EYDAP<\/b> maintains that it now has an updated plan to address various water scarcity scenarios, as well as a clearer picture of the costs of alternative solutions that may be required in the future.<\/p>\n<h3>Eurytos: The critical investment for the next 30 years<\/h3>\n<p>The key long-term solution for ensuring Attica\u2019s water supply remains the Eurytos project.<\/p>\n<p>According to <b>Mr. Sahinis<\/b>, this is a project that can meet the capital\u2019s needs for at least three decades.<\/p>\n<p>However, its progress continues to depend on government decisions, as the relevant authorities include the Ministry of the Environment, <b>EYDAP Fixed Assets<\/b>, and the relevant state agencies.<\/p>\n<p>The project\u2019s budget is now estimated at <b>approximately 750 million euros<\/b>, up from the initial estimate of approximately 550 million euros, while the necessary studies have not yet been completed.<\/p>\n<h3>Psyttalia 3.0: In the next two weeks, the study<\/h3>\n<p>At the same time, planning is moving forward for the next generation of projects at Psyttalia.<\/p>\n<p>As has been reported, the tender for the studies of the so-called \u201cPsyttalia 3.0\u201d is expected to begin within the next two weeks, with the entire project slated for completion in approximately seven years.<\/p>\n<p>The new phase of the facility\u2019s development will be based <b>on three key pillars<\/b>: Net Zero Energy, Net Zero CO2, and quaternary wastewater treatment for water reuse.<\/p>\n<p>The total cost is estimated to <b>exceed 300 million euros<\/b>, while it may approach or even exceed 500 million euros depending on the final implementation model.<\/p>\n<p>Management\u2019s ambition is for <b>Psyttalia<\/b> to become one of the <b>most modern wastewater treatment plants in Europe<\/b>, generating energy rather than consuming it.<\/p>\n<h3>Smart water meters and energy projects<\/h3>\n<p>On the digital transformation front, <b>EYDAP <\/b>is promoting the installation of approximately <b>2.1 million new water meters<\/b> over the next decade.<\/p>\n<p>The relevant cost-benefit analysis is expected to be completed shortly and submitted to RAEY, paving the way for <b>the tender process in 2026<\/b>.<\/p>\n<p>The project is estimated to require <b>investments of approximately 300 million <\/b>, and the company is exploring partnerships <b>with major international groups<\/b> that possess expertise in such systems.<\/p>\n<p>At the same time, management also presented the company\u2019s energy strategy, which includes <b>solar farms<\/b>, <b>utilization of the hydrological system<\/b>, <b>small hydroelectric projects<\/b>, investments in <b>pumped-storage<\/b>, and potential power purchase agreements (PPAs).<\/p>\n<p>The ultimate goal, according to management, is for <b>EYDAP<\/b> to significantly reduce its energy footprint and strengthen its energy self-sufficiency, gradually transforming its infrastructure into a critical tool for both the country\u2019s water and energy
