{"id":12132,"date":"2026-06-22T10:55:00","date_gmt":"2026-06-22T07:55:00","guid":{"rendered":"https:\/\/en.tomanifesto.gr\/?p=12132"},"modified":"2026-06-22T10:55:00","modified_gmt":"2026-06-22T07:55:00","slug":"cogniteras-out-of-court-protest-regarding-an-article-in-m","status":"publish","type":"post","link":"https:\/\/en.tomanifesto.gr\/?p=12132","title":{"rendered":"Cognitera&#8217;s Out-of-Court Protest Regarding an Article in \u201cM\u201d"},"content":{"rendered":"<p><b>Cognitera <\/b>responds with a cease-and-desist letter in response to an article in the \u201c<b>Manifesto<\/b>.\u201d The newspaper insists on substantive answers.<\/p>\n<p>The <b> company Cognitera<\/b> to the \u201cManifesto\u201d article published on Thursday, June 18, 2026, titled \u201cThe Great Silence of the European Public Prosecutor\u2019s Office during the <b>Semandrakou-Tycheropoulou<\/b> period.\u201d<\/p>\n<p>This was preceded by a letter from the chairman of the Board of Directors, Mr. <b>P. Papadopoulos<\/b>, in which he offered his services to the newspaper while simultaneously reproaching us for not having<b> sought and published <\/b>the company\u2019s position.<\/p>\n<p>The cease-and-desist letter <b>unfortunately <\/b>attempts to link <b>Thursday\u2019s <\/b>article to the former vice president of <b>OPEKEPE Dimitra Chalik<\/b>ia (the media outlet is also cited for reporting Ms. Chalikia\u2019s statements in other media or the social media platforms) while subsequently an attempt is made to <b>refute <\/b>the information presented in the article in question, citing \u201c<b>offensive<\/b>, inaccurate, and <b>false claims.\u201d <\/b><\/p>\n<p>They call on us to <b>agree <\/b>that \u201cthe newspaper \u2018TO MANIFESTO\u2019 states that <b>it was misled <\/b>by unreliable sources and unverified information, which led it to publish an article that damages the reputation and credibility of the company \u201c<b>COGNITERA <\/b>S.A.\u201d, which it hereby retracts,\u201d and that \u201cthe statements made in the newspaper\u2019s June 18, 2026, edition, <b>do not correspond to the truth,<\/b> were not based on verified and reliable information, and have absolutely no connection to the actions, conduct, or general business activities of the company \u201cCOGNITERA A.E.\u201d.\u201d<\/p>\n<p>However:<br \/> The \u201cManifesto\u201d article refers to <b>the responsibilities <\/b>of <b>OPEKEPE <\/b>for the choices that were made and the fact that the established procedures were not followed. It also highlights the stance of the <b>European Public Prosecutor\u2019s Office<\/b>, which, despite the specific <b>complaints <\/b>, does not focus on the substance of the matter. Among other things, the article focuses on the decisions made by Simandrakos and Tycheropoulou and the period that the <b>European Public Prosecutor\u2019s Office <\/b>chose to exclude from the attachments.<\/p>\n<p> <b>Cognitera<\/b>has chosen, through an out-of-court settlement, to act as defense counsel for <b>OPEKEPE<\/b>, the very organization that was supposed to oversee its contractors.<br \/> Cognitera confirms the statement in the \u201c<b>Manifesto<\/b>\u201d that the founding members of this newly established company were individuals who had previously held dominant positions in OPEKEPE\u2019s management, who also held management positions at <b>Neuropublic <\/b>and ultimately decided to branch out on their own. <\/p>\n<p>\u201c<b>Cognitera S.A. <\/b> was founded in June 2020 by five cooperative companies of the <b>Agricultural Cooperative \u2018Union of Agrinio,\u2019<\/b> one of the country\u2019s largest and most historic agricultural cooperatives, active in the cooperative sector since 1930 and engaged in a wide range of activities across many sectors,\u201d it notes, among other things, in the extrajudicial notice.<\/p>\n<p>In response to actual events such as the problems documented, it chooses to cite the \u201creport by <b>Deloitte <\/b>on the <b>Hellenic Federation of Enterprises (SEV) <\/b>in June 2022, that is, from that time period, where you can view and compare relevant data, which states that the transition to <b>gov.gr <\/b>is working as a catalyst in favor of the citizen,\u201d a fact that was never disputed by the <b>newspaper<\/b>.<\/p>\n<p>Regarding the established and confirmed <b>error rate<\/b>, the company\u2019s response shifts the focus to the legality of the payments and the jurisdiction of <b>OPEKEPE<\/b>. However, the issue is not who signed off on the payments. It concerns which information system performed the mandatory <b>cross-checks <\/b>that precede every payment.<\/p>\n<p>Consequently, due to the European Commission\u2019s <b>oversight of OPEKEPE<\/b> and the deadlocks that had arisen, the contract was signed with the consortium of companies Neuropublic-Cognitera, the latter choosing to respond by pointing out that the legal procedures were followed, a fact that was never disputed by the newspaper. <\/p>\n<p>\u201cThe conclusion of the contract was the result of the <b>electronic International Open Tender,<\/b> which was conducted in accordance with the provisions of Law 4412\/2016, as amended and in force, and, of course, after it underwent the pre-contractual review by the Court of Auditors required by law,\u201d the report notes.<\/p>\n<p>The question that remains unanswered is what led Cognitera to send <b>a pre-litigation notice <\/b>regarding <b>a news article <\/b>referring to OPEKEPE\u2019s management responsibilities. \u201cThe beginning of the complete collapse and turmoil for our country was the inability of those in positions of responsibility within the organization and at the <b>Ministry of Rural Development <\/b>to successfully manage the multifaceted and complex problems during the period from July 2022 to the end of December 2023,\u201d the letter states.<\/p>\n<p> It should be noted that Cognitera\u2019s entire extrajudicial letter to \u201c<b>Manifesto<\/b>\u201d will be published (Monday, June 22, 2026) on the official website tomanifesto.gr due to its length.
