{"id":13267,"date":"2026-06-28T11:26:00","date_gmt":"2026-06-28T08:26:00","guid":{"rendered":"https:\/\/en.tomanifesto.gr\/?p=13267"},"modified":"2026-06-28T11:26:00","modified_gmt":"2026-06-28T08:26:00","slug":"another-blow-to-the-turkey-libya-memorandum-italy-and-tunisia-reject-libyas-claims","status":"publish","type":"post","link":"https:\/\/en.tomanifesto.gr\/?p=13267","title":{"rendered":"Another blow to the Turkey-Libya memorandum: Italy and Tunisia reject Libya&#8217;s claims"},"content":{"rendered":"<p>     <strong data-start=\"1242\" data-end=\"1257\">New obstacles<\/strong> are emerging in the effort by <strong data-start=\"1283\" data-end=\"1293\">Libya<\/strong> to unilaterally enforce its maritime claims in the <strong data-start=\"1351\" data-end=\"1363\">Mediterranean<\/strong>, as following <strong data-start=\"1380\" data-end=\"1390\">Greece<\/strong> and <strong data-start=\"1399\" data-end=\"1410\">Egypt<\/strong>, both <strong data-start=\"1419\" data-end=\"1429\">Italy<\/strong> and <strong data-start=\"1440\" data-end=\"1451\">Tunisia<\/strong> have submitted official <strong data-start=\"1471\" data-end=\"1497\">verbal notes<\/strong> to the <strong data-start=\"1503\" data-end=\"1510\">UN<\/strong>, rejecting Libya\u2019s delimitation of the EEZ. <\/p>\n<p>     This development strengthens Athens\u2019 position, as it continues its diplomatic efforts aimed at referring the dispute to the <strong data-start=\"1688\" data-end=\"1720\">International Court of Justice in The Hague<\/strong>. <\/p>\n<p data-start=\"1797\" data-end=\"2157\">     The <strong data-start=\"1799\" data-end=\"1822\">note verbale<\/strong> sent by <strong data-start=\"1839\" data-end=\"1848\">Libya<\/strong> to the <strong data-start=\"1854\" data-end=\"1861\">UN<\/strong> in May 2025, accompanied by a map, provoked strong reactions from the outset. Tripoli attempted to unilaterally demarcate its <strong data-start=\"1990\" data-end=\"1997\">EEZ<\/strong> based on the <strong data-start=\"2018\" data-end=\"2043\">Turkish-Libyan memorandum<\/strong>, advancing claims that extend south of <strong data-start=\"2099\" data-end=\"2109\">Crete<\/strong> and challenging Greek sovereign rights. <\/p>\n<p data-start=\"2159\" data-end=\"2413\">     <strong data-start=\"2161\" data-end=\"2171\">Greece<\/strong> rejected the Libyan positions from the outset. Now, however, <strong data-start=\"2282\" data-end=\"2292\">Italy<\/strong> and <strong data-start=\"2300\" data-end=\"2311\">Tunisia<\/strong>, creating a broader diplomatic front against Libya\u2019s unilateral actions. <\/p>\n<p data-start=\"2415\" data-end=\"2640\">     For Athens, this development is of particular significance, as it reinforces the argument that Libya\u2019s claims do not concern only Greek-Libyan relations, but affect security and the legal order in the <strong data-start=\"2627\" data-end=\"2639\">Mediterranean<\/strong> as a whole. <\/p>\n<p data-start=\"2642\" data-end=\"2954\">     At the same time, talks are continuing with the government of <strong data-start=\"2699\" data-end=\"2711\">Tripoli<\/strong>, with the Greek delegation led by Deputy Minister <strong data-start=\"2770\" data-end=\"2796\">Alexandra Papadopoulou<\/strong>, while the issue was also raised with Field Marshal <strong data-start=\"2838\" data-end=\"2855\">Khalifa Haftar<\/strong> by Foreign Minister <strong data-start=\"2883\" data-end=\"2905\">George Gerapetritis<\/strong>, during his recent visit to <strong data-start=\"2942\" data-end=\"2953\">Benghazi<\/strong>. <\/p>\n<p data-start=\"2956\" data-end=\"3384\">     At the same time, Greece has proceeded with the licensing of the two offshore blocks south of <strong data-start=\"3048\" data-end=\"3058\">Crete<\/strong> to <strong data-start=\"3064\" data-end=\"3075\">Chevron<\/strong>, delineating areas based on the <strong data-start=\"3117\" data-end=\"3132\">median line<\/strong>, in accordance with the <strong data-start=\"3148\" data-end=\"3171\">Law of the Sea<\/strong>. In fact, in the blocks that <strong data-start=\"3225\" data-end=\"3234\">Libya<\/strong> has essentially accepted this methodology, a fact that sets a positive precedent for the Greek position. <\/p>\n<p data-start=\"3386\" data-end=\"3692\">     However, as there is no prospect of an agreement between the two countries, the Greek side continues to regard the drafting of <strong data-start=\"3528\" data-end=\"3546\">joint agreement<\/strong> to refer the dispute to the <strong data-start=\"3582\" data-end=\"3614\">International Court of Justice in The Hague<\/strong>, where the issue of the legality of the <strong data-start=\"3664\" data-end=\"3691\">Turkish-Libyan memorandum<\/strong> will also be raised. <\/p>\n<h3>     <b>Italy\u2019s letter: \u201cIt violates our rights and interests\u201d<\/b> <\/h3>\n<p>     <b>Italy<\/b>, in a letter sent to the <b>UN<\/b>     on <b>May 26, 2026<\/b>, announced its own <b>notification<\/b>     to Libya, even requesting that it be recorded in the Organization\u2019s official publications on the <b>Law of the Sea<\/b>. <\/p>\n<p>     The text states: \u201c<b>The outer limit of the continental shelf claimed by Libya in the aforementioned note verbale infringes upon Italy\u2019s rights and interests under the Law of the Sea, specifically east of the meridian 15\u00b010\u2019 E and west of the meridian 13\u00b050\u2019 E, as depicted on the map accompanying the aforementioned note.\u201d<\/b> <\/p>\n<p>     The Italian side further emphasizes that these specific meridians:<b> \u201cDo indeed constitute the \u2018defined boundaries\u2019 established by the International Court of Justice (ICJ) in The Hague in its June 3, 1985, judgment in the case of &#8216;Continental Shelf of the Libyan Arab Jamahiriya v. Malta&#8217;&#8230;<\/b>\u201d <\/p>\n<p>     According to Rome, Libya accepts the previous boundaries with <b>Italy<\/b>, but is attempting to shift the line northward, unilaterally expanding its claims. At the same time, the Italian government is calling on <b>Tripoli<\/b> to engage in dialogue with neighboring countries regarding the delimitation of maritime zones. <\/p>\n<h3>     <b>Tunisia\u2019s Position: Violation of The Hague Rulings<\/b> <\/h3>\n<p>     On <b>April 19, 2026<\/b>, <b>Tunisia<\/b> also sent a <b>note verbale<\/b> to the <b>UN<\/b>, rejecting Libya\u2019s delimitation and arguing that it violates the 1982 decision of the <b>International Court of Justice in The Hague<\/b> in the case of <b>\u201cTunisian Continental Shelf\/Libyan Arab Jamahiriya\u201d<\/b> of 1982. <\/p>\n<p>     Tunisia argues that the Libyan demarcation is <b>illegal<\/b>     and <b>excessive<\/b>, since: <\/p>\n<ul>\n<li><b>it does not follow<\/b> the methodology established by the <b>International Court of Justice in The Hague<\/b>,<\/li>\n<li><b>it is not consistent<\/b> with the implementation agreement signed by the two countries in <b>1988<\/b>,<\/li>\n<li>it concerns only the <b>continental shelf<\/b> and not the <b>territorial waters<\/b>, for which there is still no agreement between the two states.<\/li>\n<\/ul>\n<p>     <b>Tunisia<\/b> also points out that the <b>International Court of Justice<\/b> had not precisely determined the terminus of the delimitation line to the northeast, as this will depend on future agreements with third states. <\/p>\n<p>     At the same time, it rejects the unilateral demarcation of the outer limits of the <b>EEZ<\/b> and the <b>adjacent zone<\/b> presented by <b>Libya<\/b>     to the <b>UN<\/b>, calling on <b>Tripoli<\/b> to engage in <b>sincere and good-faith dialogue<\/b> to resolve outstanding issues. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>\n    Libya&#8217;s efforts to unilaterally assert its maritime claims in the Mediterranean are facing new obstacles, as, following Greece and &#8230;<\/p>\n","protected":false},"author":1,"featured_media":13268,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[4],"tags":[],"class_list":["post-13267","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-world"],"acf":[],"_links":{"self":[{"href":"https:\/\/en.tomanifesto.gr\/index.php?rest_route=\/wp\/v2\/posts\/13267","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/en.tomanifesto.gr\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/en.tomanifesto.gr\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/en.tomanifesto.gr\/index.php?rest_route=\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/en.tomanifesto.gr\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=13267"}],"version-history":[{"count":0,"href":"https:\/\/en.tomanifesto.gr\/index.php?rest_route=\/wp\/v2\/posts\/13267\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/en.tomanifesto.gr\/index.php?rest_route=\/wp\/v2\/media\/13268"}],"wp:attachment":[{"href":"https:\/\/en.tomanifesto.gr\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=13267"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/en.tomanifesto.gr\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=13267"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/en.tomanifesto.gr\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=13267"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
