{"id":1394,"date":"2026-04-19T11:52:00","date_gmt":"2026-04-19T08:52:00","guid":{"rendered":"https:\/\/en.tomanifesto.gr\/?p=1394"},"modified":"2026-04-19T11:52:00","modified_gmt":"2026-04-19T08:52:00","slug":"countdown-for-the-new-renovate-coming-in-june-with-up-to-95-subsidy-and-extended-beneficiaries","status":"publish","type":"post","link":"https:\/\/en.tomanifesto.gr\/?p=1394","title":{"rendered":"Countdown for the new &#8220;Renovate&#8221; &#8211; Coming in June with up to 95% subsidy and extended beneficiaries"},"content":{"rendered":"<p>In early June, barring an unforeseen event, the new program <strong>&#8220;Renovate.&#8221;<\/strong><\/p>\n<p>The goal of this program is to substantially recover costs and return thousands of property currently sitting unused or in poor condition to the market. <\/p>\n<p>Compared to the previous version, which had limited appeal, the new program attempts to act as a <strong>housing policy<\/strong> tool with a more comprehensive approach. <\/p>\n<h3>Two mandatory strands<\/h3>\n<p>The key change is the new structure. Specifically, the program is divided into two strands including <strong>renovation<\/strong> and <b>energy upgrades<\/b>, both of which are mandatory in the sense of making substantial interventions rather than superficial solutions. <\/p>\n<h3>What is covered by refurbishment<\/h3>\n<p>The <strong>refurbishment<\/strong> strand includes essential work that makes a property fully functional: <\/p>\n<ul data-spread=\"false\">\n<li><strong>plumbing<\/strong> and <strong>electrical<\/strong><\/li>\n<li>masonry reinforcement<\/li>\n<li>repairing damage<\/li>\n<li>flooring replacement<\/li>\n<li>complete renovation <strong>kitchen<\/strong> and <strong>bathroom<\/strong><\/li>\n<li><strong>painting<\/strong><\/li>\n<\/ul>\n<p>These are interventions that until now have been a major obstacle for many owners. <\/p>\n<h3>Energy upgrades on softer terms<\/h3>\n<p>The second strand is for <strong>energy upgrades<\/strong>, with more flexible requirements compared to the &#8220;Execonomy&#8221; scheme. <\/p>\n<p>Included: <\/p>\n<ul data-spread=\"false\">\n<li>new <strong>frames<\/strong> with thermal insulation<\/li>\n<li>installation of a <strong>solar water heater<\/strong> or other renewable energy sources<\/li>\n<li>replacement of <strong>heating<\/strong> and <strong>cooling<\/strong><\/li>\n<\/ul>\n<h3 data-section-id=\"1n88ip6\" data-start=\"0\" data-end=\"29\"> <strong data-start=\"4\" data-end=\"29\">Energy Upgrade<\/strong> <\/h3>\n<p data-start=\"31\" data-end=\"667\"> The <strong data-start=\"45\" data-end=\"72\">energy upgrade<\/strong> component completes the programme, with more flexible conditions than actions such as the &#8216;Save&#8217; scheme. The interventions concern the replacement of <strong data-start=\"206\" data-end=\"220\">windows<\/strong> with thermal insulation, the installation or upgrade of <strong data-start=\"268\" data-end=\"291\">solar water heaters<\/strong> or other <strong data-start=\"311\" data-end=\"318\">renewable energy systems<\/strong> for hot water, as well as changing <strong data-start=\"367\" data-end=\"380\">heating<\/strong> and <strong data-start=\"385\" data-end=\"394\">cooling<\/strong> systems, such as heat pumps or biomass boilers. At the same time, targeted <strong data-start=\"489\" data-end=\"505\">thermal insulation<\/strong> is also planned. In order for the intervention to be approved, at least three works are required, two of which must be basic works of low technical difficulty. <\/p>\n<p data-start=\"669\" data-end=\"1062\">The allocation of the <strong data-start=\"684\" data-end=\"702\">budget<\/strong> is predetermined and gives clear weight to the substantial upgrade of the property. The largest part, i.e. <strong data-start=\"818\" data-end=\"833\">60% to 80%<\/strong>, is directed to <strong data-start=\"862\" data-end=\"877\">renovation<\/strong> work, while the remaining <strong data-start=\"895\" data-end=\"910\">20% to 40%<\/strong> is for energy improvements. This model ensures that the property becomes functional first, without falling behind in energy efficiency. <\/p>\n<p data-start=\"1064\" data-end=\"1406\">A key element is the obligation to <strong data-start=\"1106\" data-end=\"1131\">energy upgrade<\/strong> the property by at least one category. Homes that join the program must be energy improved from low categories, such as <strong data-start=\"1288\" data-end=\"1299\">C to H<\/strong>, which is demonstrated through the <strong data-start=\"1333\" data-end=\"1378\">Energy Performance Certificate (EPC)<\/strong> before and after the work. <\/p>\n<p data-start=\"1408\" data-end=\"1763\">In terms of funding, the new <strong data-start=\"1442\" data-end=\"1458\">&#8220;Renovate&#8221;<\/strong> has a total budget of <strong data-start=\"1491\" data-end=\"1509\">500 million. It aims to renovate <strong data-start=\"1539\" data-end=\"1570\">15,000 to 20,000 homes<\/strong>, mainly old apartments. The subsidy is calculated per square metre, with a ceiling of <strong data-start=\"1663\" data-end=\"1680\">300 euros\/sq m<\/strong>, while total aid can reach up to <strong data-start=\"1735\" data-end=\"1750\">36,000 euros<\/strong> per property. <\/p>\n<p data-start=\"1765\" data-end=\"2185\">The basic <strong data-start=\"1783\" data-end=\"1797\">subsidy<\/strong> rate is set at <strong data-start=\"1816\" data-end=\"1823\">80%<\/strong>, with the possibility of increasing through increments. An additional <strong data-start=\"1887\" data-end=\"1893\">5%<\/strong> is provided for properties in <strong data-start=\"1909\" data-end=\"1920\">rural<\/strong> and <strong data-start=\"1925\" data-end=\"1948\">insular areas<\/strong>, and another <strong data-start=\"1969\" data-end=\"1975\">5%<\/strong> for special groups such as <strong data-start=\"2001\" data-end=\"2014\">three children<\/strong>, <strong data-start=\"2016\" data-end=\"2030\">parents<\/strong> and <strong data-start=\"2035\" data-end=\"2056\">people with disabilities<\/strong>. These increases combine to bring the rate up to <strong data-start=\"2136\" data-end=\"2143\">90%<\/strong>, significantly reducing the same participation rate. <\/p>\n<p data-start=\"2187\" data-end=\"2530\">The expansion of <strong data-start=\"2223\" data-end=\"2237\">eligible<\/strong> properties is also significant, as the program covers both <strong data-start=\"2272\" data-end=\"2283\">foreclosed<\/strong> and <strong data-start=\"2292\" data-end=\"2315\">inhabited properties<\/strong> across the country. In the case of closed homes, the condition is either <strong data-start=\"2394\" data-end=\"2411\">ownership<\/strong> or <strong data-start=\"2419\" data-end=\"2442\">long-term rental<\/strong> for at least five years. A similar obligation applies to principal residences. <\/p>\n<p data-start=\"2532\" data-end=\"2807\">Special provision is made for the use of real estate, as <strong data-start=\"2607\" data-end=\"2630\">Airbnb-type short-term rentals<\/strong> are prohibited for five years after completion of the work. This regulation aims to boost <strong data-start=\"2734\" data-end=\"2761\">long-term rentals<\/strong> and increase the availability of housing. <\/p>\n<p data-start=\"2809\" data-end=\"3156\">The <strong data-start=\"2812\" data-end=\"2837\">income criteria<\/strong> are broadened, covering a larger part of society. The limit goes up to <strong data-start=\"2927\" data-end=\"2942\">25,000 euros<\/strong> for single people and <strong data-start=\"2963\" data-end=\"2978\">35,000 euros<\/strong> for couples, with an additional <strong data-start=\"3007\" data-end=\"3021\">5,000 euros<\/strong> for each child. There are also special arrangements for <strong data-start=\"3073\" data-end=\"3099\">single-parent households<\/strong>, and total family income is taken into account. <\/p>\n<p data-start=\"3158\" data-end=\"3351\">At the same time, there is no restriction on the number of applications per owner nor any <strong data-start=\"3240\" data-end=\"3257\">age limit<\/strong>, which facilitates participation and reinforces the goal of increasing the supply of housing. <\/p>\n<p data-start=\"3353\" data-end=\"3676\">The need for such interventions remains strong as the cost of <strong data-start=\"3420\" data-end=\"3432\">housing<\/strong> continues to squeeze households. Increases in key materials such as <strong data-start=\"3503\" data-end=\"3514\">iron<\/strong>, <strong data-start=\"3516\" data-end=\"3529\">aluminum<\/strong> and <strong data-start=\"3534\" data-end=\"3542\">wood<\/strong>, combined with high <strong data-start=\"3569\" data-end=\"3590\">energy costs<\/strong>, drive up construction costs and, by extension, sales and rental prices. <\/p>\n<p data-start=\"3678\" data-end=\"3996\" data-is-last-node=\"\" data-is-only-node=\"\">Eurostat<\/strong> data show that Greece ranks among the top in Europe for households spending more than <strong data-start=\"3694\" data-end=\"3706\">40% of their income<\/strong> on housing.
