{"id":1568,"date":"2026-04-20T15:58:00","date_gmt":"2026-04-20T12:58:00","guid":{"rendered":"https:\/\/en.tomanifesto.gr\/?p=1568"},"modified":"2026-04-20T15:58:00","modified_gmt":"2026-04-20T12:58:00","slug":"nikos-papathanasis-nsrf-2021-2027-is-our-contract-for-a-strong-modern-and-fair-greece","status":"publish","type":"post","link":"https:\/\/en.tomanifesto.gr\/?p=1568","title":{"rendered":"Nikos Papathanasis: NSRF 2021-2027 is our contract for a strong, modern and fair Greece"},"content":{"rendered":"<p data-start=\"179\" data-end=\"425\">The <strong data-start=\"182\" data-end=\"208\">measurable results<\/strong> obtained by implementing the <b>programs ESPA<\/b> 2021-2027 was highlighted by the Deputy Minister of <b>National Economy and Finance,<\/b> <strong data-start=\"346\" data-end=\"387\">Nikos Papathanasis<\/strong>.<\/p>\n<p data-start=\"427\" data-end=\"718\">Speaking at the <b>event<\/b> entitled &#8220;Progress that is measured &#8211; Future that is being built&#8221;, which was held at the <b>Zappeion Hall<\/b>, stressed that the programmes contribute substantially both to <strong data-start=\"637\" data-end=\"664\">strengthening the economy<\/strong> and to <b>improving the daily life of citizens<\/b>.<\/p>\n<p data-start=\"720\" data-end=\"904\">As he pointed out, <b>the implementation of the NSRF actions<\/b> is reflected in <strong data-start=\"785\" data-end=\"806\">seven results<\/strong>, enhancing <b>growth<\/b>, <b>employment<\/b> and the <b>total resilience of the Greek economy<\/b>.<\/p>\n<\/p>\n<p><b>In his speech, Mr Papathanasis underlined<\/b>:<\/p>\n<p>Our country is no longer a mere observer of developments in the European Union, but a protagonist that is shaping tomorrow. Today, our country is ranked 4th in Europe in the absorption of funds, while it managed to successfully complete the previous programming period of the NSRF 2014-2020 without losing a single euro.  This success proves that we now have a robust mechanism to turn European priorities into national achievements. In this context, we have successfully completed the mid-term review of the NSRF 2021-2027 programmes.<\/p>\n<p>Greece has responded swiftly to the integration of the new EU strategic priorities, ensuring the redirection of \u20ac2.13 billion in critical sectors. By meeting the targets from all our Programmes, we secured an extension of the eligibility of expenditure until 2030, as well as additional advance payments of \u20ac650 million. Also noteworthy is the approval of the pioneering action on affordable and sustainable housing, worth around \u20ac500 million, which includes subsidies for the renovation of closed housing.<\/p>\n<p>More specifically, the \u20ac3.8 billion Competitiveness Programme, which with the over-commitment amounts to \u20ac4.6 billion, is the spearhead for supporting healthy entrepreneurship. We are investing in areas where Greece has a comparative advantage, encouraging businesses to adopt cutting-edge technologies so that they can become strong players on the international stage. With programmes such as &#8220;Research-Innovate&#8221;, &#8220;Produce in Greece&#8221;, &#8220;TEPIX III&#8221; or &#8220;Start-up Business&#8221;.<\/p>\n<p>At the same time, because development is meaningless if it does not concern citizens, through the &#8220;Human Resources and Social Cohesion&#8221; Programme, amounting to 4.2 billion euros, which with the overcommitment amounts to 4.5 billion euros, actions such as the Multichannel 1555, the promotion of unemployed people in entrepreneurship 30-59, inclusive education, apprenticeships, the Regional Coordination of Thessaly for the impact of Daniel.<\/p>\n<p>At the same time, in order to prevent and address the effects of the climate crisis, through the &#8220;Environment and Climate Change&#8221; Programme, amounting to 3.6 billion euros, which with overcommitment amounts to 5.7 billion euros, with NSRF resources, actions such as &#8220;ExoEconomy&#8221; are being implemented, the settlement of the Rafina stream, the urban regeneration of Faliriko Ormos, the creation of recovery and recycling units and pilot programmes for holistic water and waste water management, the new national marine parks, networks of cycle paths and electric bicycles, as well as Greco Islands.<\/p>\n<p>Also, under the \u20ac713 million Civil Protection Programme, the National Crisis Management System and National Database, the procurement of the DHC-515 Firefighting Aircraft, the digital training platform for the EMDC and population, etc.<\/p>\n<p>Actions related to the strengthening of infrastructure and improvement of the daily life of the citizen are also in full swing through the Transport Programme, amounting to 2.2 billion euros, which with over-commitment amounts to 4.1 billion euros. Indicative examples are the construction of line 4 of the Athens Metro in the section between Also Veikou and Goudi, the upgrading and restructuring of the network and the development of zero-emission bus fleets in Athens and Thessaloniki, the suburban railway of Western Thessaloniki, the construction of a new double railway line Athens (SKA) &#8211; Patras, on the section Rododafni &#8211; Rio, the construction of the motorway Patras &#8211; Pyrgos, the road axis Thermopylae-Bralos-Amfissa-Ag. Nikolaos &#8211; Antirrio, in the section Bralos &#8211; Amfissa, the road connection of Egnatia Odos with the Port of Alexandroupolis.<\/p>\n<p>At the same time, the areas of fair transition are being strengthened through programmes such as the 1.6 billion euros of the AIM Programme under the NSRF 2021-2027, with an overcommitment of 1.9 billion euros, the 186.7 million euros of the Special AIM Programme under the NDP, the 1.6 billion euros of the AIM Programme under the NDP, the 1.5 billion euros of the AIM Programme under the NDP, the 1.5 billion euros of the AIM Programme under the NDP, and the 186.7 million euros of the AIM Programme under the NDP. EUR 186.7 million and the loan facility under Pillar III of the European PRM Facility through 2 contracts with a total budget of EUR 313 million. The resources secured for the implementation of projects and investments in all IDA regions exceed \u20ac2.1 billion.<\/p>\n<p>Indicative actions include the Hydrogen Hub of EKETA in Ptolemaida, the &#8220;smart laboratories&#8221; of the Bioeconomy Hub in the wider Megalopolis area, the Wonderplant hydroponics investment in West Cyprus, the Wonderplant hydroponics investment in the Peloponnese region of Peloponnese, the Wonderplant hydroponics investment in the Peloponnese region of Peloponnese, the Wonderplant hydroponics investment in the Peloponnese region of Peloponnese, the Wonderplant hydroponics investment in the Peloponnese region of Peloponnese, the Wonderplant hydroponics investment in the Peloponnese region of Peloponnese and the Wonderplant hydroponics investment in the Peloponnese region of Peloponnese. The pilot project for the transformation of Megalopolis and Amyndeon into green\/smart cities.<\/p>\n<p>The NSRF 2021-2027 is not just a project budget; it is our contract for a strong, modern and, above all, fair Greece, while our obligation is not to lose a single euro, Mr Papathanasis noted.<\/p>\n<p>General Secretary of ERDF, EKT, TS Vassilis Siadimas, among others, stressed: &#8220;Today we are at the peak of the implementation of this new and ambitious plan. The programmes are fully active. The calls are running at an intensive pace at all levels. Projects are being implemented and the spending targets set for 2025 have been met. Our plan is gradually but steadily turning into tangible results. The total public funding for Sectoral Programmes of our General Secretariat: competitiveness, Human Resources &amp; Social Cohesion, Environment &amp; Climate Change, Transport and Civil Protection, amounts to \u20ac14.5 billion out of the \u20ac26 billion of the NSRF for our country. These five Sectoral Programmes have already made legal commitments of \u20ac9.5 billion.<\/p>\n<p>This means in practice that two thirds of their total budget has already been committed to specific projects and actions. At the same time, expenditure now stands at \u20ac3.3 billion, which shows that a quarter of the funds have already been paid and channelled into the real economy. In this two-day conference, we want to hear from you. It is an opportunity to assess what has been done and to renew the inventory of your needs. To tailor the funding space we have left to the priorities that local communities need. It is also a good opportunity to bring all parties involved closer together in the implementation of projects.&#8221;<\/p>\n<p>EIDAM Governor Pelopidas Kalliris, among others, noted: &#8220;The systematic and persistent work of all of us, for the effective use of every available European and national resource for the benefit of the Fair Development Transition areas, has now produced measurable results. Over \u20ac2.2 billion have been secured and are currently financing important private investments and infrastructure projects that will give new development prospects to regions disproportionately affected by our country&#8217;s energy transition. This fact gives us the motivation to continue to carry out our work with the same sense of responsibility.&#8221;<\/p>\n<p>The event included discussions on the progress of the implementation of the programmes in question, in which Minister of Health Adonis Georgiades, Minister of Labour and Social Security Niki Kerameos, Minister of Social Cohesion and Family Domna Michaelidou and Deputy Minister of Energy Nikos Tsafos intervened.
