{"id":2463,"date":"2026-04-24T20:44:00","date_gmt":"2026-04-24T17:44:00","guid":{"rendered":"https:\/\/en.tomanifesto.gr\/?p=2463"},"modified":"2026-04-24T20:44:00","modified_gmt":"2026-04-24T17:44:00","slug":"charalambos-vourliotis-dozens-investigated-for-terrorism-commitments-500-million-euros-for-opekepe-subsidies","status":"publish","type":"post","link":"https:\/\/en.tomanifesto.gr\/?p=2463","title":{"rendered":"Charalambos Vourliotis: Dozens investigated for terrorism &#8211; Commitments 500 million euros for OPEKEPE subsidies"},"content":{"rendered":"<p data-start=\"190\" data-end=\"339\">Significant data on <b>asset<\/b> attachments was presented by the head of the <b>Authority for Black Money Laundering<\/b>, at the Delphi Forum.<\/p>\n<p data-start=\"341\" data-end=\"586\">Speaking at the Delphi Economic Forum, <strong data-start=\"395\" data-end=\"436\">Haralambos Vourliotis<\/strong> said that commitments related to <b>illegal subsidies of OPEKEPE<\/b> reach up to <strong data-start=\"561\" data-end=\"585\">500 million euros<\/strong>.<\/p>\n<p data-start=\"588\" data-end=\"741\">At the same time, he underlined that the total amount of the Authority&#8217;s commitments in one year reaches <strong data-start=\"687\" data-end=\"702\">1 billion. euros<\/strong>, reflecting the intensity of <b>audits<\/b>.<\/p>\n<p><p data-start=\"743\" data-end=\"931\">Referring to the &#8220;behind-the-scenes&#8221; checks, he noted that in a sample of <strong data-start=\"809\" data-end=\"829\">170.000 debtors<\/strong> thousands of violations have been detected, with amounts reaching up to <strong data-start=\"900\" data-end=\"916\">500,000 euros<\/strong> per case.<\/p>\n<figure>\n<div class=\"embed-responsive\">   <\/div>\n<\/figure>\n<p data-start=\"933\" data-end=\"1100\">He expressed particular concern about the level of corruption, stressing that, although it is a European phenomenon, in Greece <strong data-start=\"1052\" data-end=\"1099\">it tends to be treated as an everyday occurrence<\/strong>.<\/p>\n<p data-start=\"1102\" data-end=\"1318\">Finally, he revealed that investigations are underway into dozens of individuals linked to <strong data-start=\"1192\" data-end=\"1251\">terrorist activity or terrorist financing<\/strong>, with millions of euros committed as part of the relevant checks.<\/p>\n<p data-start=\"1176\" data-end=\"1688\">As for the terrorism investigations, he said they &#8220;include persons related to <strong data-start=\"1284\" data-end=\"1310\">geopolitical developments<\/strong> in our region&#8221; and said the relevant list of persons under scrutiny &#8220;is <strong data-start=\"1399\" data-end=\"1423\">extremely dynamic<\/strong>, in which every day persons are added and removed, either by decisions of the Authority, or of the <strong data-start=\"1521\" data-end=\"1553\">UN Security Council<\/strong>, or of the <strong data-start=\"1564\" data-end=\"1585\">European Union<\/strong>, and the amount of commitments for this type of activities is <strong data-start=\"1660\" data-end=\"1686\">too many millions<\/strong>&#8220;.<\/p>\n<p data-start=\"1690\" data-end=\"2196\">Furthermore, he said that &#8220;our Authority has been involved in the issue of <strong data-start=\"1750\" data-end=\"1762\">subsidies<\/strong> due to the war going on in <strong data-start=\"1810\" data-end=\"1822\">Ukraine<\/strong>, but also in the case of <strong data-start=\"1852\" data-end=\"1860\">Iran<\/strong>&#8220;. From 2020-2021, when the Russian-Ukrainian conflict began, &#8220;we have imposed <strong data-start=\"1939\" data-end=\"1958\">many sanctions<\/strong> on persons, mainly Russian nationals associated with the Russian regime, who provided services to or collaborated with the regime.&#8221; Furthermore, he said that &#8220;of course, whatever <strong data-start=\"2134\" data-end=\"2158\">circumstantial evidence<\/strong> was found in Greece, <strong data-start=\"2180\" data-end=\"2194\">was bound<\/strong>.&#8221;<\/p>\n<p data-start=\"2198\" data-end=\"2760\">Also, on the case of Iran, Mr. <b>Vourliotis<\/b> stressed that <strong data-start=\"2261\" data-end=\"2289\">many shipments<\/strong> were tied up<\/strong> carrying <strong data-start=\"2304\" data-end=\"2330\">dual-purpose<\/strong> products, i.e. products that can be used for both peaceful and warlike purposes. &#8220;There are raw materials that can be used for the production of computers and fertilizers and these <strong data-start=\"2550\" data-end=\"2591\">are bound in Greek territorial waters<\/strong>,&#8221; he explained. He added that &#8220;many such commitments have been made&#8221; and the sanctions include <strong data-start=\"2708\" data-end=\"2759\">an Iranian-owned credit institution (bank)<\/strong>.<\/p>\n<p data-start=\"2762\" data-end=\"3441\">With regard to the audit of the criminal record, <b>Vourliotis<\/b> revealed that &#8220;there are <strong data-start=\"2847\" data-end=\"2877\">thousands and thousands of violations<\/strong>&#8220;. Lately, in fact, a phenomenon has been detected, which he called the <strong data-start=\"2983\" data-end=\"3002\">&#8220;white glue&#8221;<\/strong> phenomenon. And he clarified: &#8220;Many return filers are limited to one submission, hitting the &#8216;submit return&#8217; button, which <strong data-start=\"3139\" data-end=\"3171\">contains nothing at all<\/strong>.&#8221; &#8220;That means if they find me, they found me. However, we,&#8221; he added, &#8220;we detect these cases and we have found that this is how <strong data-start=\"3310\" data-end=\"3341\">huge amounts<\/strong> are hidden from obligors who cannot in any way justify the income they have.&#8221;<\/p>\n<p data-start=\"3443\" data-end=\"3817\">At the same time, Mr. <b>Vourliotis<\/b>, responding to questions from journalist <strong data-start=\"3513\" data-end=\"3532\">Ioanna Mandrou<\/strong>, who moderated the discussion, about corruption phenomena in our country, among other things, stressed: &#8220;I would be disingenuous if I said that <strong data-start=\"3664\" data-end=\"3700\">there is no corruption in Greece<\/strong>&#8221; and added that &#8220;it would be inconsistent to claim that only in Greece the phenomenon exists and nowhere else.&#8221;<\/p>\n<p data-start=\"3819\" data-end=\"4223\">Focusing on the Greek reality, Mr. <b>Vourliotis<\/b> said that the biggest problem for the country is that corruption has started to become a <strong data-start=\"3972\" data-end=\"3990\">commonplace<\/strong>: &#8220;With the passage of time, corruption in the Greek reality is starting to become <strong data-start=\"4078\" data-end=\"4160\">a culture of tolerance, a culture of approval and, in the end, a culture of imitation<\/strong>,&#8221; he said, noting that this trend is amplifying the problem.<\/p>\n<p data-start=\"4225\" data-end=\"4520\">&#8220;People themselves need to bring out the principles they serve, whether they are in <strong data-start=\"4307\" data-end=\"4328\">independent authorities<\/strong> or in <strong data-start=\"4339\" data-end=\"4353\">the judiciary<\/strong>.&#8221; he stressed, adding that the institution of justice remains respected, but we should not ignore the failures of some who create grounds for questioning.<\/p>\n<p data-start=\"4522\" data-end=\"4820\">&#8220;We ourselves, those who serve in institutions such as the <strong data-start=\"4596\" data-end=\"4635\">Justice and the independent authorities<\/strong>, must, by our manner, our behaviour and our attitude, bring out the principles and make them famous,&#8221; he said, adding that this is the only way to avoid further devaluation.<\/p>\n<p data-start=\"4822\" data-end=\"5177\" data-is-last-node=\"\" data-is-only-node=\"\">As for the management of the judiciary&#8217;s decisions by political parties, he said that &#8220;the <strong data-start=\"4917\" data-end=\"4937\">political system<\/strong>, in its attempt to benefit, will seek to mounds the <strong data-start=\"5002\" data-end=\"5016\">Justice<\/strong> in a way that is not allowed and thus harms Justice&#8221;.
