The foundations for bilateral cooperation in order to develop nuclear energy <\/b>in our country were laid today during the visit of the President of France, Emmanuel Macron<\/b> to Athens. <\/p>\n
With a view to strengthening Greece’s energy autonomy, a declaration of intent was signed today on strengthening cooperation between Greece and France <\/b>with emphasis on research<\/b>, innovation<\/b>, nuclear safety<\/b> and exchange of know-how<\/b>. <\/p>\n
This document is signed on behalf of Greece by the Minister of Development, Takis Theodoricakos<\/b> and on behalf of France by the Minister of Economy, Finance and Industrial, Energy and Digital Sovereignty, Roland Lescir. This is one of the nine (9) bilateral agreements signed earlier in Athens by the President of the French Republic, Emmanuel Macron and the Prime Minister, Kyriakos Mitsotakis<\/b>. <\/p>\nFollowing the signing, Minister of Development, Takis Theodoricakos said:<\/h3>\n
“The signing of today’s declaration of intent in the field of nuclear technology with the French Minister of Industry, Roland Lesquire, represents an important step for the further deepening of Greek-French relations in a sector of high strategic importance<\/b>.<\/p>\n
Greece is actively participating in the European dialogue on strengthening energy autonomy, in conditions that serve security, innovation and the public interest.<\/p>\n
Our cooperation with France focuses on peaceful uses of nuclear technology and emphasizes research, development and innovation<\/b>. It also includes the exchange of experience on the development of a legislative and regulatory framework for the development of relevant programmes.<\/p>\n
We are strengthening research and technological cooperation, while investing in human resources and the development of specialised skills through synergies between universities, research institutions and training centres in both countries.<\/p>\n
With my French counterpart and our friend and ally France, we share a common vision to develop a stable,favourable European regulatory framework for the development of research and technology in the field of nuclear energy.<\/p>\n
<p In the field of research, development and innovation, the signatories will seek to encourage:<\/p>\n
– the development of research centres and centres of excellence in the field of fundamental nuclear sciences<\/b> and peaceful uses of nuclear energy, whose role is crucial to support new nuclear projects<\/p>\n
– the development of research on the protection of the population and the environment from ionising radiation, in all its applications<\/b> – in particular medical applications<\/b> – with the objective of enhancing the protection of citizens, patients and health personnel<\/b>, as well as developing innovations contributing to better assessment and management of exposure to radioactive ionising radiation,<\/p>\n
; exchange of experience and cooperation in research and development, in particular in favour of advanced nuclear technologies, namely small modular reactors.<\/p>\n
2. In the field of nuclear safety<\/b> and radiation protection<\/b>, the Signatories will seek to facilitate cooperation between their authorities and the exchange of experience on reference standards, on nuclear safety<\/b> and radiation protection culture, as well as on the inspection of installations, with a view to strengthening the Greek regulatory framework, with the participation of the NSCE and its technical support structures.<\/p>\n
3. In the area of public policy formulation and implementation, the signatories will seek to facilitate<\/b>:<\/p>\n
– the exchange of experience on the formulation and structuring of a legislative and regulatory framework for the development of a national nuclear programme<\/b>, including nuclear safety and radiation protection of the population and the environment, in accordance with the standards of the International Atomic Energy Agency and without prejudice to the final choice of technology<\/p>\n
– the exchange of experience on the institutional organization for the development of a nuclear energy programme for civilian purposes among the<\/p>\n
4. In the area of human skills development and training, the Signatories will seek to facilitate cooperation between French and Greek skill centres<\/b>, as well as other relevant organisations (e.g. academic cooperation or vocational training), in order to identify the needs of the sector and to develop a human resource development plan. This cooperation may take the<\/b> form of partnerships with universities, polytechnic schools, training centres, technical and industrial organisations, through coordination structures in the sector<\/b>, with the aim of creating a talent pool in Greece, by developing training activities or study visits to France.<\/p>\n
5. Within the European Union, the Signatories will seek to promote a favourable regulatory, industrial and financial framework for the implementation of nuclear power plant projects meeting the highest safety levels<\/b> and to ensure institutional support for nuclear energy in accordance with the principle of technological neutrality and with a view to strengthening Europe’s energy sovereignty and security, giving priority to the European supply chain.<\/p>\n
6. The Signatories will seek to strengthen bilateral dialogue and bilateral technical cooperation through regular exchanges between them.<\/p>\n
7. The Signatories will ensure that information obtained, or the results of activities carried out by them under this Joint Statement of Intent, are used exclusively for peaceful purposes.<\/p>\n
