{"id":3202,"date":"2026-04-29T18:00:00","date_gmt":"2026-04-29T15:00:00","guid":{"rendered":"https:\/\/en.tomanifesto.gr\/?p=3202"},"modified":"2026-04-29T18:00:00","modified_gmt":"2026-04-29T15:00:00","slug":"staff-state-from-gov-gr-to-the-reduction-of-traffic-accidents-and-from-the-panic-button-to-my-house-and-the-36-billion-recovery-fund-programmes","status":"publish","type":"post","link":"https:\/\/en.tomanifesto.gr\/?p=3202","title":{"rendered":"Staff State: From gov.gr to the reduction of traffic accidents and from the panic button to &#8220;My House&#8221; and the 36 billion Recovery Fund programmes"},"content":{"rendered":"<p data-path-to-node=\"0\">What does the successful <b data-path-to-node=\"0\" data-index-in-node=\"26\">absorption of the Recovery Fund<\/b>&#8216;s \u20ac36 billion have in common with the <b data-path-to-node=\"0\" data-index-in-node=\"83\">digital reform of gov.gr<\/b>, the strategy for <b data-path-to-node=\"0\" data-index-in-node=\"137\">reducing car accidents<\/b> and the <b data-path-to-node=\"0\" data-index-in-node=\"175\">panic button<\/b>; <\/p>\n<p data-path-to-node=\"0\">Everything bears the stamp of <b data-path-to-node=\"0\" data-index-in-node=\"216\">&#8220;staff state&#8221;<\/b>, the <b data-path-to-node=\"0\" data-index-in-node=\"278\">style of administration and management with <b data-path-to-node=\"0\" data-index-in-node=\"278\">a strong centre of government<\/b>, <b data-path-to-node=\"0\" data-index-in-node=\"307\">specific targeting<\/b> and <b data-path-to-node=\"0\" data-index-in-node=\"336\">tight control<\/b> introduced by <b>government<\/b> of <b>Kyriakos Mitsotakis<\/b> in 2019, which has led to solutions to major problems, several of which were decades-old pathologies. <\/p>\n<p data-path-to-node=\"0\">Significant projects of the executive state include the <b data-path-to-node=\"0\" data-index-in-node=\"571\">digital reform of gov.gr<\/b> but also the successful implementation of the <b data-path-to-node=\"0\" data-index-in-node=\"637\">National Recovery and Resilience Plan<\/b> &#8211; with funding from the EU Recovery Fund &#8211; with infrastructure projects, investments and actions amounting to <b data-path-to-node=\"0\" data-index-in-node=\"781\">\u20ac36 billion<\/b>, which leave a &#8220;deep&#8221; imprint on the everyday life of citizens. <\/p>\n<p data-path-to-node=\"0\">A characteristic of the extent to which gov.gr has now become an integral part of everyday life for millions of citizens is that in March alone:<\/p>\n<ul>\n<li>13,977 <b data-path-to-node=\"1,0,0\" data-index-in-node=\"18\">13,977.000 digital transactions<\/b>,<\/li>\n<li><b data-path-to-node=\"1,1,0\" data-index-in-node=\"0\">1.5 million affidavits<\/b> were issued without any physical presence,<\/li>\n<li>\n<li>over <b data-path-to-node=\"1,2,0\" data-index-in-node=\"9\">10.1 million intangible prescriptions<\/b> and referrals were performed digitally,<\/li>\n<li>almost <b data-path-to-node=\"1,3,0\" data-index-in-node=\"7\">300.000 appointments<\/b> were booked through health applications,<\/li>\n<li>while <b data-path-to-node=\"1,4,0\" data-index-in-node=\"4\">240,000 citizen requests<\/b> were directly answered by the <b data-path-to-node=\"1,4,0\" data-index-in-node=\"55\">digital assistant mAigov<\/b>.<\/li>\n<\/ul>\n<p>This data also reveals the <b>easier access to pharmacological care and diagnostic tests<\/b>, where for many years the solution of acquaintance has dominated. <\/p>\n<p>In addition, <b data-path-to-node=\"1,4,0\" data-index-in-node=\"266\" style=\"font-size: 16px\">5.7 million citizens have registered with the National Contact Register<\/b><span style=\"font-size: 16px\">and <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"340\" style=\"font-size: 16px\">3.2 million are actively using the Gov.gr Wallet<\/b><span style=\"font-size: 16px\">, which means that the digital tools are used by the majority of citizens. <\/span><\/p>\n<p><span style=\"font-size: 16px\">The same philosophy permeates critical tools like <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"543\" style=\"font-size: 16px\">&#8220;112&#8221;<\/b><span style=\"font-size: 16px\">, where technology is harnessed to <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"589\" style=\"font-size: 16px\">protect human life<\/b><span style=\"font-size: 16px\">, proving that the digital state can also be a human state. <\/span><\/p>\n<p><span style=\"font-size: 16px\">At the same time, emphasis has been placed on infrastructure. With targeted programmes such as the <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"780\" style=\"font-size: 16px\">Gigabit Voucher<\/b><span style=\"font-size: 16px\">and the <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"803\" style=\"font-size: 16px\">Smart Readiness<\/b><span style=\"font-size: 16px\">, with resources of about <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"838\" style=\"font-size: 16px\">\u20ac200 million<\/b><span style=\"font-size: 16px\"> from the Recovery Fund, but also with the major work of <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"916\" style=\"font-size: 16px\">Ultrafast Broadband<\/b><span><span style=\"font-size: 16px\">, the infrastructure is being extended across the whole territory with a focus on areas where the market would not invest, namely peri-urban, mountainous and island areas, in order for <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"1118\" style=\"font-size: 16px\">high-speed connectivity<\/b><span style=\"font-size: 16px\">to become a reality for every citizen, wherever they are. <\/span><\/p>\n<p><span style=\"font-size: 16px\">Significant infrastructure is also being driven by resources<\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"1264\" style=\"font-size: 16px\">36 billion. EUR36 million of the National Recovery Plan<\/b><span style=\"font-size: 16px\">, which has brought about positive changes in major areas of public policies, such as <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"1391\" style=\"font-size: 16px\">public health<\/b><span style=\"font-size: 16px\"> and <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"1411\" style=\"font-size: 16px\">public education<\/b><span style=\"font-size: 16px\">. <\/span><\/p>\n<p><span style=\"font-size: 16px\">For example, <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"1447\" style=\"font-size: 16px\">23.5 thousand households<\/b><span style=\"font-size: 16px\">, which is the population of a city the size of Pyrgos, have acquired their own tile over the last two years thanks to the <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"1576\" style=\"font-size: 16px\">&#8220;My House&#8221; I and II<\/b><span style=\"font-size: 16px\">&#8220;My House&#8221; I and II<\/b><span style=\"font-size: 16px\"> programs. <\/span><\/p>\n<p><span style=\"font-size: 16px\">In addition, utilizing a digital app on their mobile device, the well-known <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"1714\" style=\"font-size: 16px\">panic button<\/b><span style=\"font-size: 16px\">, <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"1728\" style=\"font-size: 16px\">2.147 women have been saved<\/b><span style=\"font-size: 16px\">thanks to the Greek Police from incidents of abuse in their homes. The results in the field of road safety are also impressive. <\/span><\/p>\n<p><span style=\"font-size: 16px\">Based on the plan developed and implemented, in 2025 Greece showed the <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"1987\" style=\"font-size: 16px\">second largest reduction in Europe<\/b><span style=\"font-size: 16px\">on an annual basis in human lives lost on asphalt as <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"2090\" style=\"font-size: 16px\">148 fewer people died<\/b><span style=\"font-size: 16px\">, while many more escaped serious or minor injuries<\/b><span style=\"font-size: 16px\">. <\/span><\/p>\n<p><span style=\"font-size: 16px\">At the same time, any patient discharged from any hospital in the country now has the option, if they wish, to <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"2340\" style=\"font-size: 16px\">evaluate the hospital&#8217;s health services<\/b><span style=\"font-size: 16px\">, thereby contributing to their further improvement. <\/span><\/p>\n<p><span style=\"font-size: 16px\">&#8220;<b>Executive state<\/b> means a <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"2486\" style=\"font-size: 16px\">centralized planning<\/b><span style=\"font-size: 16px\">which allows us to take this complex exercise of running a country and make it somewhat simpler, so that we can inform ourselves, so that we can set <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"2674\" style=\"font-size: 16px\">priorities<\/b><span style=\"font-size: 16px\">and whenever needed <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"2710\" style=\"font-size: 16px\">intergovernmental coordination<\/b><span style=\"font-size: 16px\">, so that <b>Akis Skertos<\/b>, in his capacity as the Government Coordination Secretariat, can intervene, not to cap anyone, but to solve coordination problems,&#8221; the <b>prime minister<\/b> said, citing the strategy to reduce road accidents as an indicative example. <\/span><\/p>\n<p><span style=\"font-size: 16px\">&#8220;We know very well that in order to have a coherent strategy to deal with road accidents, four ministers had to sit at the same table. Someone has to do that. And since it is a central political priority, the responsibility de facto passes to what we call <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"3356\" style=\"font-size: 16px\">&#8220;executive state&#8221;<\/b><span style=\"font-size: 16px\">. So we should neither demonize it nor should we deify it. It is a <\/span><b data-path-to-node=\"1,4,0\" data-index-in-node=\"3455\" style=\"font-size: 16px\">way of managing and administering<\/b><span style=\"font-size: 16px\">.
