However, the <b>difference between the initial announcements of 32-35 hours of full pay and today&#8217;s <b>specification<\/b> of <b>pilot implementation in specific sectors and businesses<\/b> raises serious <b>questions about the consistency, seriousness and especially the credibility of the proposal<\/b>. In an <b>economy<\/b> that is still <b>still developing and struggling<\/b> with structural weaknesses, <b>these kinds of contradictions do not go unnoticed<\/b>.<\/p>\n<p>Nikos Androulakis&#8217; <b>original position<\/b> was clear <b>and politically charged: 32 or 35 hours of work per week<\/b>, with no <b>reduction in pay<\/b>, in response to the &#8220;<b>outdated<\/b>&#8221; model of <b>cheap labour<\/b>. A proposal <b>presented as a structural intersection in the productive model<\/b>. A few hours later, however, <b>the same positions are &#8220;specified&#8221; by Charilaou Trikoupis<\/b>: <b>pilot implementation, only in large companies<\/b>, only in <b>intellect-intensive<\/b> locations, only <b>with employers&#8217; agreement and with tax incentives<\/b>. From <b>a generalized reform<\/b>, we went from <b>a generalized reform<\/b> to <b>a limited experiment<\/b>. The difference is not a detail; <b>it&#8217;s a political retreat<\/b>.<\/p>\n<p>This <b>transition from general proclamation to targeted &#8220;correction&#8221;<\/b> is not just <b>technical adjustment<\/b>. It is the bridge that <b>reveals the fundamental problem with the proposal<\/b>: the lack of <b>editing<\/b> and the <b>rush to sensationalism<\/b>. And that is where the real issue <b>begins<\/b>.<\/p>\n<h3>From rhetoric to reality<br \/><\/h3>\n<p>PASOK attempted to dress the proposal in a European cloak, citing trends towards four-day work and improving the life-work balance. But the Greek economy is not a copy-paste of European high productivity economies. The sudden adoption of such a model, without a clear framework for implementation, leads to distortions. And this seems to have been realized retrospectively in Harilaou Trikoupis.<\/p>\n<p>The &#8220;correction&#8221; with restrictions and conditions is essentially an admission that the original proposal did not stand as it stood. Instead of a universal policy, it is now presented as a tool for specific market segments. But this does not constitute a reform; it is a pilot exercise.<\/p>\n<h3>The populism of the easy promise<br \/><\/h3>\n<p>The original announcement had all the hallmarks of political populism: an attractive slogan, without clear costing and without a concrete mechanism for implementation. Reduced hours, same pay, better life. The narrative is obviously appealing. But economics doesn&#8217;t work on slogans.<\/p>\n<p>When the proposal began to receive criticism, the folding came immediately. And that&#8217;s where adventurism lies: first you say something to gain impressions and then you adjust it to limit the reaction. This is not serious politics; it is tactics.<\/p>\n<p>The contradiction of the &#8220;production model&#8221;<\/p>\n<p>PASOK attempts to link the proposal to the need to change the production model and integrate technology and artificial intelligence. However, a fundamental contradiction arises here: if the economy is low-productivity, as they admit, then how exactly will it directly support fewer hours of work for the same pay?<\/p>\n<p>The answer given is theoretical: &#8220;it will increase productivity&#8221;. Yes, but this is not done with political statements. It takes investment, time and reforms that are already underway. It cannot be a precondition for something that has not yet been achieved.<\/p>\n<h3>Pilot or political alibi?<br \/><\/h3>\n<p>Turning the proposal into a &#8220;pilot implementation&#8221; raises another question: is this a real political direction or a way to keep a costless narrative alive? Because a pilot programme, limited to specific sectors and businesses, does not change the country&#8217;s production model.<\/p>\n<p>On the contrary, it functions more as a political alibi: &#8220;we proposed it, but under conditions&#8221;. But this is far from the initial image of a bold reform.<\/p>\n<h3>Credibility at the heart<\/h3>\n<p>In politics, credibility is not judged by intentions, but by consistency. When a proposal changes in a matter of hours, the problem is not one of communication; it is one of substance. It shows that there was insufficient preparation.<\/p>\n<p>PASOK is attempting to present itself as a force of seriousness and technocratic competence. But such moves undermine this image. Because they give the impression that political positions are formed more on the basis of current events and less on the basis of a coherent plan.<\/p>\n<h3>Regulation or a communication firework?<br \/><\/h3>\n<p>The idea of reducing working hours is not problematic in itself. On the contrary, it is the subject of serious debate internationally. The question is how, when and under what conditions it is implemented.<\/p>\n<p>In the case of PASOK and Nikos Androulakis, the speed with which the proposal was transformed from a general announcement to a limited pilot scheme shows that there was no clear strategy from the beginning. And that leaves a strong sense of sloppiness.<\/p>\n<p>Finally, the question is not whether the 35-hour week can ever be implemented. The question is whether those proposing it are prepared to back it seriously or whether they are simply using it as a sensationalist tool.
