{"id":3607,"date":"2026-05-02T08:45:00","date_gmt":"2026-05-02T05:45:00","guid":{"rendered":"https:\/\/en.tomanifesto.gr\/?p=3607"},"modified":"2026-05-02T08:45:00","modified_gmt":"2026-05-02T05:45:00","slug":"reforms-for-growth-how-productivity-will-lead-to-better-incomes","status":"publish","type":"post","link":"https:\/\/en.tomanifesto.gr\/?p=3607","title":{"rendered":"Reforms for growth: how productivity will lead to better incomes"},"content":{"rendered":"<p data-start=\"0\" data-end=\"430\">A new direction for the economy is being charted by the reforms for the period 2028-2034, with the key objective of transforming growth into a substantial increase in <strong data-start=\"160\" data-end=\"170\">wages<\/strong> and <strong data-start=\"179\" data-end=\"200\">living standards<\/strong>. <\/p>\n<p data-end=\"430\" data-start=\"0\">The plan shifts from fiscal stability to boosting <strong data-start=\"275\" data-end=\"294\">productivity<\/strong>, through a grid of interventions that prioritises the diffusion of <strong data-start=\"368\" data-end=\"383\">technology<\/strong> and innovation throughout the economy. <\/p>\n<p data-start=\"432\" data-end=\"873\">Despite the significant deceleration of <strong data-start=\"467\" data-end=\"479\">unemployment<\/strong>, from 18% in 2019 to around 8% today, and the improving fiscal and banking picture, the Greek economy is still lagging behind. The <strong data-start=\"628\" data-end=\"659\">labor productivity<\/strong> is hovering at just 64% of the OECD average, which explains why growth is not passing through to incomes with the same intensity. This is the gap that the new strategy seeks to fill. <\/p>\n<p data-start=\"875\" data-end=\"1302\"> The plan was presented at the <b>Delphi Economic Forum<\/b> by <b>Kostis Hatzidakis<\/b> and <b>Matias Corman<\/b> and is the roadmap for the next decade. It foresees close cooperation with the <b>OECD,<\/b> the <b>Bank of Greece<\/b> and the <b>IOBE<\/b> to formulate an integrated <strong data-start=\"1190\" data-end=\"1205\">economic<\/strong> and <strong data-start=\"1210\" data-end=\"1234\">social policy<\/strong>, combining <b>development<\/b> with a more equitable distribution of benefits. <\/p>\n<p data-start=\"1304\" data-end=\"1733\">The focus is on <strong data-start=\"1332\" data-end=\"1361\">small and medium-sized enterprises<\/strong>, which employ around 85% of workers. Their productivity is boosted through the diffusion of digital tools, modern organisational practices and better access to <strong data-start=\"1557\" data-end=\"1574\">financing<\/strong>. <\/p>\n<p data-pm-slice=\"1 1 []\">&#8220;So far we have emphasized fiscal seriousness and pro-investment policies. Now we will combine productivity growth with the distribution of wealth and growth in a socially just manner,&#8221; the Deputy Prime Minister said, announcing cooperation with the OECD, the Bank of Greece and IOBE on the new plan for economic and social policy making in the country. <\/p>\n<p>&#8220;The project,&#8221; Kostis Hatzidakis said, &#8220;will concern the economic and social agenda for the period 2028 &#8211; 2034. This is the best way forward. Governments have their own ideological and political philosophy, but best international practices must always be taken into account&#8221;, said Kostis Hatzidakis. <\/p>\n<p data-start=\"1735\" data-end=\"2158\"> The grid of interventions extends beyond technology. It includes improving the functioning of <strong data-start=\"1840\" data-end=\"1855\">justice<\/strong>, strengthening <strong data-start=\"1874\" data-end=\"1894\">material investments<\/strong>, addressing <strong data-start=\"1917\" data-end=\"1941\">demographic pressures<\/strong> and completing the framework for <strong data-start=\"1982\" data-end=\"1997\">digitalisation<\/strong> and <strong data-start=\"2006\" data-end=\"2027\">competitiveness<\/strong>. The aim is to create a solid basis for an economy that produces more value and distributes it more efficiently. <\/p>\n<p data-start=\"2160\" data-end=\"2567\">Special emphasis is also placed on <strong data-start=\"2194\" data-end=\"2208\">skills<\/strong> of human resources. The <strong data-start=\"2237\" data-end=\"2265\">digital transformation<\/strong> and <strong data-start=\"2272\" data-end=\"2293\">artificial intelligence<\/strong> are already changing the requirements of the labour market, making it necessary to continuously upgrade <strong data-start=\"2389\" data-end=\"2403\">training<\/strong>. Productivity gains will come not only from capital and investment, but also from workers who can make effective use of new tools. <\/p>\n<p data-start=\"2569\" data-end=\"3020\">This plan attempts to fill the gap of the past decade and mark the transition to a more resilient growth model. As pointed out by Matthias Corman, these interventions do not constitute a new austerity programme, but a package of actions with a direct impact on the real economy. For his part, Kostis Hatzidakis stressed that the country is now moving from the stabilisation phase to that of <strong data-start=\"2991\" data-end=\"3019\">developmental upgrading<\/strong>. <\/p>\n<p data-start=\"3022\" data-end=\"3445\">The key objectives also include the linking of <strong data-start=\"3081\" data-end=\"3092\">research<\/strong> with production and the completion of <strong data-start=\"3127\" data-end=\"3153\">spatial planning<\/strong>, the mobilisation of the Greek <strong data-start=\"3184\" data-end=\"3197\">dispersion<\/strong>, the strengthening of <strong data-start=\"3214\" data-end=\"3241\">regional development<\/strong> and the more effective use of <strong data-start=\"3282\" data-end=\"3302\">European resources<\/strong>.
