{"id":4259,"date":"2026-05-06T13:48:00","date_gmt":"2026-05-06T10:48:00","guid":{"rendered":"https:\/\/en.tomanifesto.gr\/?p=4259"},"modified":"2026-05-06T13:48:00","modified_gmt":"2026-05-06T10:48:00","slug":"in-parliament-the-bill-for-the-establishment-of-the-pharmaceutical-innovation-fund-what-it-provides","status":"publish","type":"post","link":"https:\/\/en.tomanifesto.gr\/?p=4259","title":{"rendered":"In Parliament the bill for the establishment of the Pharmaceutical Innovation Fund &#8211; What it provides"},"content":{"rendered":"<p>The bill of the Ministry of Health entitled &#8220;<b>Establishment of Innovation Fund &#8211; Patient Access to New Drugs and Treatments &#8211; Improvement of Health Services and Other Provisions<\/b>&#8221; was introduced yesterday, Tuesday, May 5, in the Parliament.<\/p>\n<p>According to a statement from the Ministry of Health, the bill seeks to comprehensively strengthen and modernize the health, through a coherent grid of interventions aimed primarily at <b>improving patient access to new, innovative and non-circulating treatments in the country.<\/b><\/p>\n<p>In this context, the establishment of the <b>Innovation Fund<\/b> as a distinct category of pharmaceutical expenditure is envisaged, aiming at a faster and more efficient integration of innovative therapies into patient care, as well as enhancing market adequacy and transparency in the availability and reimbursement of pharmaceuticals. At the same time, particular emphasis is placed on <b>control and monitoring of pharmaceutical expenditure<\/b>, as well as prioritising the disposal of stocks of medicines that are introduced on an emergency basis in cases of discontinuation or shortages by Marketing Authorisation Holders.<\/p>\n<p>Furthermore, the draft law strengthens the administrative, organisational and operational functioning of the <b>National Health Services Organisation (EOPYY),<\/b> while promoting the training, development and utilisation of AI systems and other modern technological tools in the health sector. In the same direction, the strengthening of the effective and efficient control of the <b>Electronic Preauthorisation System (EPS),<\/b> as well as the definition of the categories of medicines covered by it, with a view to streamlining the system of medication administration, are also included.<\/p>\n<p>In addition, the bill includes regulations for the <b>protection of minors<\/b>, with the completion of the institutional framework governing tobacco and cannabis products, as well as interventions to strengthen the proper functioning of hospitals and other supervised bodies of the Ministry of Health. Particular provision is made for the creation of an electronic application aimed at <b>oncology and haematology patients,<\/b> through which patients themselves can systematically record symptoms and key health parameters.<\/p>\n<p>The Health Minister, <b>Adonis Georgiades<\/b>, said: &#8220;With this bill we are<b>taking a decisive step towards the creation of a more modern, fairer and more efficient health system.<\/b> For the first time we are establishing the Innovation Fund, so that Greek patients will have faster access to new and innovative <b>treatments<\/b> that have so far been delayed in reaching our country. At the same time, we are strengthening transparency and control of pharmaceutical expenditure, exploiting the potential of <b>Artificial Intelligence<\/b> and new technologies in health care and making substantial interventions to improve the operation of hospitals and the bodies supervised by the Ministry of Health.  We pay particular attention to the protection of minors, but also to the support of oncology and haematology patients, through new digital tools that enhance their daily monitoring and care.
