{"id":5779,"date":"2026-05-16T08:51:00","date_gmt":"2026-05-16T05:51:00","guid":{"rendered":"https:\/\/en.tomanifesto.gr\/?p=5779"},"modified":"2026-05-16T08:51:00","modified_gmt":"2026-05-16T05:51:00","slug":"aade-ai-big-data-and-electronic-seizures-for-overdue-debts-video","status":"publish","type":"post","link":"https:\/\/en.tomanifesto.gr\/?p=5779","title":{"rendered":"AADE: AI, big data and electronic seizures for overdue debts (video)"},"content":{"rendered":"<p data-start=\"449\" data-end=\"936\"> The battle against <strong data-start=\"465\" data-end=\"490\">overdue debts<\/strong> is entering a new era, as the <strong data-start=\"523\" data-end=\"531\">ADEA<\/strong> is activating an extensive audit and collection plan with Artificial Intelligence, <strong data-start=\"629\" data-end=\"641\">big data<\/strong> and modern electronic tools as &#8220;weapons&#8221;. <\/p>\n<p data-end=\"936\" data-start=\"449\">The tax authority&#8217;s goal for 2026 is to <b>collect billions of euros<\/b> from old and new debts to the state, but also to <b>tighten surveillance of taxpayers<\/b> who, while financially able, do not meet their obligations. <\/p>\n<p data-start=\"938\" data-end=\"1170\">According to the Authority&#8217;s new operational plan, the focus is not only on collections but also on <b>preventing the creation of new arrears<\/b>, through data analysis systems and automated control procedures. <\/p>\n<figure>\n<div class=\"embed-responsive\">  <\/div>\n<\/figure>\n<h2 data-section-id=\"g207vw\" data-start=\"1172\" data-end=\"1213\"> The key objectives of the AADE for 2026 <\/h2>\n<p data-start=\"1215\" data-end=\"1554\"> <strong data-start=\"1217\" data-end=\"1225\">ADEA<\/strong> is setting particularly high targets for the new year, with the main goal of collecting at least <strong data-start=\"1316\" data-end=\"1333\">3.2 billion. euros<\/strong> from old taxpayer arrears. At the same time, it is seeking to collect a further <strong data-start=\"1424\" data-end=\"1441\">\u20ac1.5 billion<\/strong> from old debts related to the <strong data-start=\"1481\" data-end=\"1488\">FPA<\/strong>, an area where large revenue losses have been identified over time. <\/p>\n<p data-start=\"1556\" data-end=\"1853\">Special attention is also given to <b>large debtors,<\/b> as targeted actions are foreseen through the <b>EMEIS<\/b> that are expected to yield at least <strong data-start=\"1707\" data-end=\"1725\">\u20ac850 million<\/strong>. At the same time, an additional <strong data-start=\"1776\" data-end=\"1793\">\u20ac28 million<\/strong> is being sought to collect an additional <strong data-start=\"1776\" data-end=\"1793\">28 million<\/strong> from overdue debts to the Customs Administration. <\/p>\n<p data-start=\"1855\" data-end=\"2100\">The data available to the tax administration reveals that <strong data-start=\"1934\" data-end=\"1981\">71% of debtors of the Tax Administration<\/strong> and <strong data-start=\"1994\" data-end=\"2041\">80% of debtors of the Customs Administration<\/strong> are already facing enforcement measures. <\/p>\n<p data-start=\"2102\" data-end=\"2370\">At the same time, it is planned to process at least <strong data-start=\"2155\" data-end=\"2197\">90% of debt restructuring applications<\/strong> through the Extra-Judicial Mechanism, while the aim is to re-evaluate at least <strong data-start=\"2290\" data-end=\"2329\">70% of the cases of large debtors<\/strong> of the last five years within the year. <\/p>\n<p data-start=\"2372\" data-end=\"2510\">The Authority&#8217;s plan also includes achieving a <strong data-start=\"2434\" data-end=\"2457\">35% collection rate<\/strong> on new arrears generated. <\/p>\n<figure>\n<div class=\"embed-responsive\">  <\/div>\n<\/figure>\n<h2 data-section-id=\"7n4mnd\" data-start=\"2512\" data-end=\"2576\"> Artificial Intelligence, electronic media and taxpayer profiling<\/h2>\n<p data-start=\"2578\" data-end=\"2871\"> The new strategy of the <strong data-start=\"2599\" data-end=\"2607\">ADA<\/strong> relies heavily on digital technologies and <strong data-start=\"2677\" data-end=\"2700\">Artificial Intelligence<\/strong> tools. The tax authority is already leveraging updates via <strong data-start=\"2751\" data-end=\"2758\">sms<\/strong>, <strong data-start=\"2760\" data-end=\"2769\">email<\/strong> and <strong data-start=\"2774\" data-end=\"2796\">push notifications<\/strong> so that citizens can be immediately informed about debts, instalments and adjustments. <\/p>\n<p data-start=\"2873\" data-end=\"3199\">At the same time, the <strong data-start=\"2913\" data-end=\"2969\">PARE (Payment Capacity &#8211; Attitude &#8211; Recency &#8211; Event)<\/strong> methodology is being implemented, through which a detailed financial profile of each taxpayer is created. The system examines the financial capacity to pay by analysing data from bank accounts, income and asset data. <\/p>\n<p data-start=\"3201\" data-end=\"3435\"> At the same time, the taxpayer&#8217;s <b>past behaviour<\/b> towards his\/her debts, the <b>age of the debts<\/b> and possible significant financial events that may have affected his\/her financial situation are taken into account. <\/p>\n<p data-start=\"3437\" data-end=\"3682\">Through the Advanced Business Intelligence and Data Analysis System, the <strong data-start=\"3520\" data-end=\"3528\">ADC<\/strong> is developing sophisticated predictive models using <strong data-start=\"3580\" data-end=\"3601\">machine learning<\/strong> and <strong data-start=\"3606\" data-end=\"3612\">AI<\/strong> to identify high-risk cases more quickly. <\/p>\n<p data-start=\"3684\" data-end=\"3935\">At the same time, the possibility of electronic seizures in the hands of third parties is extended, while data cross-checks with foreign authorities continue through international administrative cooperation and mutual assistance requests for debt collection. <\/p>\n<h2 data-section-id=\"155i78k\" data-start=\"3937\" data-end=\"4000\"> Tax evasion, smuggling and undeclared work under the microscope<\/h2>\n<p data-start=\"4002\" data-end=\"4230\"> The use of <strong data-start=\"4014\" data-end=\"4037\">Artificial Intelligence<\/strong> is not limited to overdue debts.
