More than 6,700 eligibility certificates have been issued for the program “Home Renovation” program, with grants of up to 95% and 36,000 euros.
More than 6,700 eligibility certificates have already been issued through the new electronic platform for the “Home Renovation” initiative, which is funded by the NSRF 2021–2027 with a total budget of 500 million euros. The first phase of implementation follows the signing of the relevant Joint Ministerial Decision by the relevant ministries.
The initiative is part of a broader package of government measures addressing the housing issue, totaling more than 6.5 billion euros, and is aimed at low- and middle-income households. The goal is to increase the available housing stock and boost the supply of housing through renovation and moderate energy upgrades.
Subsidies of up to 95% and financing of 36,000 euros
Eligible participants include owners or usufructuaries of owner-occupied homes are eligible to participate, provided that after the completion of the work, the property will be used as a primary residence or will be made available for a long-term lease for a specific period of time. At the same time, property owners, usufructuaries, or nominal owners of vacant homes that are already being used as primary residences.
The maximum amount of the grant is 36,000 euros per residence, while additional coverage of up to 2,500 euros is provided for studies, permits and inspections.
The basic subsidy amounts to 80% for low-income households and 70% for middle-income households. The percentage can increase up to 95% through additional subsidies for homes in mountainous or island regions, for single-parent, families with three children and large families, as well as for people with disabilities or families that include a member with a disability.
Homes are considered eligible if they have a building permit issued by December 31, 1990, are legally standing, have not been designated for demolition, fall into energy class C or lower, and have a floor area of up to 120 square meters, a limit that increases to 150 square meters for families with three or more children.
How to Obtain the Eligibility Certificate
Interested parties can obtain the Eligibility Certificate via gov.gr or the website anakainisi.gov.gr until July 31, 2026. The process is carried out using Taxisnet login credentials, while the system automatically retrieves the required data from the AADE and the government’s interoperable services.
After verifying the income criteria, the platform displays the properties that meet the eligibility requirements. Citizens may obtain a certificate for one or more properties; however, this does not automatically entail inclusion in the program or approval of financing.
In the second stage of the initiative, certificate holders will submit a Funding Application on a separate online platform. Each household will be able to apply for funding for up to one closed and one open residence, with a maximum grant of 36,000 euros.
Eligible projects include renovation work accounting for 60%–80% of the total budget and energy efficiency upgrades accounting for 20%–40%. At the same time, residences participating in the program may not be made available for short-term rental for at least five years after the completion of the work.
The online platform was developed by the General Secretariat for Information Systems and Digital Governance, while the initiative aims to serve as one of the key tools for addressing the housing problem, by utilizing resources from the NSRF 2021–2027 with a strong social impact.
