In an initiative of strong geopolitical and strategic importance, Greece and France have signed nine agreements that upgrade and expand their cooperation in many areas.
These agreements signed by Kyriakos Mitsotakis and Emmanuel Macron earlier in Maximou Mansion are part of the new, comprehensive strategic partnership between the two countries and cover a wide range of fields, including defence and security, education, research, energy and digital technologies.
This is an agreement that makes Greece more secure, upgrades our country geopolitically and creates more economic opportunities and synergies in a number of areas, including artificial intelligence and cybersecurity. Greece and France are becoming a pivot in the Mediterranean, with common positions in favour of international law and multilateralism, support for the Law of the Sea and UNCLOS, which strengthens Greek arguments at the international level.
The agreement provides for even better coordination with France in the European Union, strengthening Greece’s position in European decisions, support for border management and the fight against traffickers, as well as enhanced cooperation in education.
At the same time, the 2021 Greek-French Strategic Partnership Agreement on security and defence cooperation is renewed. The renewal is valid for five years (signed by the foreign and defence ministers of the two countries). Thereafter, the agreement will be automatically renewed (every 5 years) unless either party terminates it.

1. Enhanced Comprehensive Strategic Partnership
2. Agreement between the Government of the Hellenic Republic and the Government of the French Republic for the renewal of the Strategic Partnership for Defence and Security Cooperation between Greece and France
3. Roadmap for the strengthening of cooperation between the Ministry of Foreign Affairs of the Hellenic Republic and the Ministry of Europe and Foreign Affairs of the French Republic
4. Joint Declaration of Intent between the Ministry of Education of the Hellenic Republic and the Ministry of Education of the French Republic for the further strengthening of bilateral cooperation in the field of vocational education, training and lifelong learning
5. Action Plan for strengthening cooperation in the fields of Higher Education and Scientific Research between the Hellenic Republic and the French Republic 2026-2030
6. Joint Declaration of Intent for the establishment of cooperation in the field of nuclear technology between the Ministry of Development of the Hellenic Republic and the Ministry of Economy, Finance and Industrial, Energy and Digital Sovereignty of the French Republic
7. Convention for the Establishment of an Intergovernmental Organization for the Development and Exploitation of Digital Ocean Systems and Information Technology Services
8. Declaration of Intent to Cooperate in Defence Research and Development and Innovation in Defence and Military Technologies and Systems
9. Framework Agreement for the Subsequent Support of MICA IR/RF missiles and 1st Executive Agreement of 2026 between the Ministry of Defence of the Hellenic Republic and MBDA France
