The ADC has started the process of recovering amounts paid in excess to thousands of claimants of agricultural subsidies in the year 2023.

Procedures control and recovery of sums of money paid without constituting a legal claim have been activated by ADEA, acting in its capacity as an agricultural aid payment body.

According to official data for the year 2023, a total of 27,193 beneficiaries received notification for repayment of funds amounting to 16.3 million euros.

This intervention is part of the country’s permanent obligations to the European Union, as the proper management of Community funds is strictly supervised by the European Commission.

Delay in implementing these measures poses serious risks to the State budget, as fiscal corrections may be imposed.

These checks, which are carried out through computer cross-checks and spatial verifications, concern both the payment of additional amounts and the search for aid that exceeded the final entitlement.

The ADEA stresses that this is a long-standing practice that ensures transparency in the distribution of EU aid.

In fact, similar procedures have already been completed for the period 2019-2022, during which the differences between initial payments and final amounts were identified, giving the producers the opportunity to submit their comments and the necessary supporting documents.

In particular:

  • For 2019, 9,768 beneficiaries were informed for amounts of €6.3 million
  • For 2020, 11,779 beneficiaries were informed for amounts of €27.4 million
  • For 2021, 19,127 beneficiaries were informed for amounts of €18.6 million
  • For 2021, 19,127 beneficiaries were informed for amounts of €18.6 million
  • . for 2022, 197,373 beneficiaries were informed for amounts of EUR 18.4 million
  • for 2022, 197,373 beneficiaries were informed for amounts of EUR 54.4 million
  • . EUR

The variations concern, indicatively:

    • changes in the value or number of payment entitlements,
    • findings of spatial and on-the-spot checks on the eligibility of land or livestock,
    • recalculations resulting from corrections of declarations or rechecks of data,
    • non-compliance with eligibility conditions for specific schemes or aids, cross-checks with data from other bodies and databases, which show that the conditions for granting aids are not met.

    For 2023, the process is ongoing.

    Productors have been notified by email to the email address they have registered on the myAADE digital portal (myaade.gov.gr) and have the possibility to be informed in detail through a relevant webpage mentioned in the message.

    Until 28 May 2026, the right to submit written comments and evidence is granted, so that they can be examined by the competent services of the AADE.

    The recovery of the amounts due will be made in principle through offsetting.

    For those beneficiaries who submit an objection, the AADE will proceed to offset the amounts due after examining and possibly rejecting their objection.

    For other debtors, the amounts due will in principle be offset against amounts due in future payment requests, in accordance with the standard administrative procedure.

    The relevant notifications will also be sent immediately to the email address indicated in the Single Application for Aid 2023.

    From Tuesday 12/5, the email anaktiseis2023@aade.gr will be operational so that interested parties and producers can submit any relevant questions.
