Continuous upward trajectory of arrangements in the out-of-court mechanism.
According to today’s announcement by the Ministry of National Economy and Finance, 2,205 new arrangements were made in May, corresponding to initial debts of €564 million, marking a 65% increase compared to the May 2025 arrangements. At the same time, the amount finally settled on the basis of the eligibility criteria stood at €569 million.
Significant was also the monthly increase in the initiation of applications and final submissions, which reached 5,967 and 3,128 respectively.
This remarkable rise is primarily attributed to the new legislative frameworkand the broadening of the conditions for inclusion in the out-of-court mechanism. These changes allow a greater number of debtors to settle their outstanding debts and protect their assets.
Since the launch of the extralegal mechanism platform, 60,395 settlements have been successfully completed to date, representing an initial debt of €18.65 billion. This development demonstrates that citizens are increasingly trusting the mechanism.
Social protection – Arrangements for the vulnerable and disabled
The participation of financially vulnerable households continues to be particularly encouraging. 10% of the settlements and in the month of May were for financially vulnerable debtors and people with disabilities (disabled persons). At the same time, since the beginning of the mechanism’s implementation, 560 debtors have achieved a suspension of enforcement measures, ensuring effective protection of their property and primary residence.
Banks’ NPLs
According to Q1 2026 data from the systemic banks, almost 50% on average of the Non-Performing Loans (NPLs) are terminated while almost 15% are under regulation.
Bilateral Arrangements with Financial Institutions
Alongside the state’s tools, bilateral loan arrangements continue, with the 4 largest Servicers (Intrum, Cepal, DoValue, Qquant) recording arrangements totaling €205 million in April ’26, attributable to 2,980 debtors. The majority of the settled debts relate to housing loans.
