KEFIM reports that 91.6% of pre-election pledges of the government of Kyriakos Mitsotakis have either already been implemented or are currently underway, three years after the elections of 2023.
Three years after the June 2023 elections, the government has made significant progress in implementing its pre-election platform, according to new data from KEFIM. The Pre-Election Platform Implementation Index shows that 49.3% of the commitments have already been fully or partially implemented, while another 42.3% are in progress, bringing the percentage of commitments for which substantive steps toward implementation have been taken to 91.6%.
Three years later, progress has been made on 143 of the 156 commitments
Based on data from June 2026, out of the 156 verifiable pre-election commitments made by the government:
- 20.5% have been fully implemented.
- 28.8% has been partially implemented.
- 42.3% is in progress.
- 3.85% has not been implemented or has been abandoned.
- 4.49% cannot be assessed due to a lack of publicly available data.

In absolute numbers, 77 commitments have already been fully or partially implemented, while 66 are still in the process of being implemented. In total, 143 of the 156 commitments have been implemented or are in progress, while only 6 have not been implemented, and for 7 there is insufficient public evaluation data.
The best performance is recorded in Defense and Foreign Policy (67%), in Education (62.5%) and in the Economy (59%). Even in sectors with lower rates of full implementation, such as Health (30%), Sustainability (33%) and Infrastructure (39%), a significant portion of the commitments—ranging from 45% to 60%—is already underway.
Improvement compared to 2025, as implementation accelerates
The picture appears significantly improved compared to the previous assessment in September 2025. According to KEFIM, the commitments that are in full or partial implementation increased by 11 percentage points, while those showing no implementation or progress decreased by 9 percentage points, reflecting the acceleration of the government program’s implementation.
The Methodology – A tool for accountability and transparency
The Election Platform Implementation Index is a tool for monitoring consistency in government action, by examining the extent to which commitments made to citizens prior to the elections are being fulfilled. Its goal is to provide transparent, reliable, and scientifically substantiated data for citizens, journalists, and researchers.
The methodology is based on internationally recognized standards, such as Canada’s Polimeter in Canada and the Comparative Party Pledges Project (CPPP), while drawing on scholarly approaches published in leading international political science journals.
The president of KEFIM, Nikos Rompapas, stated that nearly half of the government’s campaign promises have already been fully or partially implemented, while another 42.3% are currently in progress. As he emphasized, the Index allows citizens to evaluate in a measurable and comparable way the government’s consistency, helping to strengthen accountability and transparency in public life.
